The August 14, 2018 regular board meeting started at
6:30pm when all parties rose to say the Pledge of Allegiance.
Public Comment – Mark McAleese complained regarding
people is the gulf on ATV and leaving trash and garbage. He suggested that we put up a sign or barricade to prevent people using some private
land. The town board suggested that he
should advise the DEC and the Lewis
County Recreation Department regarding the gulf.
Kay Chapman, Tug Hill Commission gave her report. NYS Dept of Transportation has funding
available to support bicycle, pedestrian, multiuse and non motorized
transportation projects. For these grants go to https://grantsreform.ny.gov. – See

approximately $525,00 funding for eligible planting projects. For information go to https://www.dec.ny.gov/animals/113412.html. The 2018-19
Justice Assistance Program (JCAP) grants are now available. Go to www.nycourts.gov/townandvillage. - Deadline10/11. There will be
a Lake Effect Research at SUNNY Oswego and How we use it to prepare others held

dates: The fall meeting of the CTHC is
Thursday 9/27 at the Steak and Brew in Turin.
Public is welcome to attend this meeting.
The Clerks Report for July was presented. Total disbursed $180.00. Marriage License $40.00. Seven dog licenses (3 spayed and 4 unspayed)
and three (3) copies of death certificate.
Total to supervisor $142.50,
NYS marriage license $22.50, and NYS Agric & Mkt $15.00. A motion to accept the Clerks Report was made
by Councilman Don Vincent and seconded by Councilman Mike Birchenough.
The Financial Report was presented by Supervisor Sherry
Harmych. Money for Chips was to be for
attorney. Correction was made. A motion to accept the Financial Report was
made by Councilman Dan Pearson and seconded by Councilman Don Vincent.
Justice Report – Report was presented and all Board
members were given a chance to review.
Motion to accept the Justice Report was made by Councilman Don Vincent
and seconded by Councilman Dan Pearson.
Planning Board – No meeting this month.
The minutes for the July 10, 2018 were copied and passed
around to all Board Member who were given a chance to review. A motion to dispense with the reading of the
minutes and to accept minutes was made by Councilman Don Vincent and seconded
by Councilman Mike Birchenough.

New Business –
Proposing Local Law 2-2018 to abolish the elective office of Highway
Superintendent and to create the appointed position of Highway Superintendent.
RESOLUTION #64-2018
Begin the process of abolishing the elected Highway Superintendent
Position and set public hearing
WHEREAS, after
much discussion in the prior months the Town Board has opted to begin the
process of mandatory referendum to abolish the elected position of Highway
Superintendent,
and create the appointed
position of Highway Superintendent.
THEREFORE, a
public hearing on this matter will be held on September 11, 2018 at the town of
Pinckney Town Hall located at 306 State Route 177, Copenhagen, NY at 6:30pm
with the regular meeting immediately following.
A motion to accept Resolution #64-2018 was made by
Councilman Dan Pearson and seconded by Councilman Mike Birchenough. The Poll of the Board was YEA.
A Public Hearing in connection with the proposed
legislation will be held at the Town Hall, 307 State Route 177, Barnes Corners,
New York on September 11, 2018 at 6:30pm.
Notice of the Public Hearing will be in Watertown Times in September
2018 newspaper.
Primary Election will be on September 13th
from 12pm – 9pm.
General Election will be November 6th from 6am
– 9pm
Old Business –
There
are ZBA and Planning board vacancies. If
interested in any one of these positions please advise Supervisor Sherry
Harmych.
Enforcer
of local laws – Still being looked into.
Vouchers were passed around the table and all were
approved and signed by the Board. A motion to accept the vouchers was made by
Councilman Mike Birchenough and seconded by Councilman Dan Pearson.
A motion to adjourn the meeting at 7:40pm by Councilman
Mike Birchenough and seconded by Councilman Dan Pearson.
