The July 10, 2018 regular board
meeting started at 6:30pm when all parties rose to say the Pledge of
Allegiance.
Public comments – Opinions were
discussed regarding letters sent to several residents regarding trash, refuse
and debris. Town is discussing how to
proceed with enforcing this. Comments
were made with having signs with “Barnes Corner” and also speed signs posted. Dust control was addressed. It was suggested the town should have one
color code for all town vehicles. If
this would happen it would cost the tax payers more money to comply. In regards with snow plowing some didn’t like
the town to help push snow from driveways.
This was done as a courtesy to help residents. From now on this will not be done for anyone. All issues were addressed.
Larry Dolhof was advised of our snow
plowing problem with the County and Pinckney Agreement. No support from the Highway Association. We lost over $20,000.00 last year. We use our equipment more than the other
towns and monies are shared equally, which isn’t fair to the towns that have to
run their equipment more. The parking lot being plowed for parking only
received $900.00 per year, where it cost must more for the town to plow.
Kay Chapman, Tug Hill Commission

Comptroller Report outlines high hazard dams: In our area:
Whetsone Gulf Storage dam, Martinsburg, Denley Dam Leyden, Port Leyden
lower dam, Lyonsdale, High Falls dam at Copenhagen. Grants up to $10,000 will be awarded to
support bicycle infrastructure projects such as bike paths, lanes, trails, and
bridges: mountain bile facilities; bike parts & pump tracks, BMX
facilities; and end of trip facilities such as bike racks, bike parking and
bike storage. To be eligible, applicants
must be a nonprofit organization.
Deadline: letters of interest
must be received no later than 7/23.
The Clerks Report for June was
presented. Total disbursed
$11,787.10. $10,876.86 property taxes,
$565.24 penalties, $340.00 for site plan
review, culverts installation, trust check, copy of birth certificates, dog
licenses. $5.00 NYS Agric and Markets.
Financial Reports – May and June –
All going along well. The Chip’s monies deposited. A motion to accept the financial reports was
made by Councilman Mike Birchenough and seconded by Councilman Dan Pearson.
Justice Report – Report was presented
and all Board members were given a chance to review. Motion to accept the Justice Report was made
by Supervisor Sherry Harmych and seconded by Councilman Mike Birchenough.
Planning Board – No meeting this
month.
The minutes for the June 12, 2018
were copied and passed around to all Board Members who were given a chance to
review. A motion to dispense with the reading of the minutes and to accept the
minutes was made by Supervisor Sherry Harmych and seconded by Councilman Mike
Birchenough.
Deer River wind update - We are still negotiating with the wind mill
people.

Business-
RESULUTION #63-2018 Resolution
establishing a Standard Work Day and Reporting Resolution, pursuant to 2 NYCRR
315.4 for elected and appointed officials for membership and service credit in
the New York State and Local Retirement System
WHEREAS, Regulations of the New York State Comptroller set
forth in 2 NYCRR 315.4 require the adoption of a “standard work day” by each
municipality and impose additional reporting requirements for elected and
appointed officials for membership and service credit in New York State and
Local Requirement System;
NOW,THEREFORE, BE IT RESOLVED that the Town of Pinckney hereby establishes the
standard work days for elected and appointed officials and will report the
following days worked to the New York State and Local Employees’ Retirement
System based upon the record of activities maintained and submitted by these
officials to the Town Clerk of this body as set forth in Exhibit “A” and
attached hereto; and
BE IT FURTHER RESOLVED that the Town Clerk is hereby directed to post this
resolution on the Town of Pinckney website for a minimum of thirty (30) days
and to file a certified copy of this resolution and affidavit of posting with
the Office of the State Comptroller within forty five (45) days of adoption.
A motion to accept Resolution #63-2018
was made by Councilman Dan Pearson and seconded by Councilman Mike
Birchenough. The Poll of the Board was
YEA.
Old
Business –
There is ZBA and Planning board
vacancy.
Attorney has been contacted about
appointing Highway Superintendent. As of
this meeting, we have not heard back
yet.
The Tripp property is being cleaned.
Enforcer of local laws – Being
discussed and will look further into this matter.
Vouchers were passed around the
table and all were approved and signed by the Board. A motion to accept the vouchers was made by
Councilman Dan Pearson and seconded by Councilman Mike Birchenough.
A motion to adjourn the meeting at
7:50pm was made by Councilman Mike Birchenough and seconded by Councilman Dan
Pearson.
