REGULAR MEETING

The May 15, 2018 regular board meeting started at 6:30pm
when all parties rose to say the Pledge of Allegiance.
The Clerks Report for April 2018 was presented. Total disbursed $16,233.25. Property Tax $15,719.68 and Penalty Tax
$513.57. Delinquent taxes paid in April
and May must include a $2.00 fee for letter sent to the taxpayer. May is the last month taxes can be paid to
the clerk. Thereafter if not paid, they
will have to be paid to Lewis County Treasurers office with a penalty of
5%. A motion to accept the clerks report
was made by Councilman Mike Birchenough
and seconded by Councilman Don Vincent.
Financial report for April 2018 was presented by
Supervisor Sherry Harmych. Attorney fees
are over, but they will be reimbursed when justified. Insurance is done. Motion to accept the financial report was
made by Councilman Mike Birchenough and seconded by Councilman Don Vincent.
Justice Report was presented and all were given a chance
to review.
Planning Board – Minutes were received for the May 14,
2018 meeting. Subdivision of Mallan
property was approved and money received
- Project 2018-01.
The minutes for the April 10,2018 were copied and passed
around to all Board Members who were given a chance to review. There were no corrections or additions. A motion to dispense with the reading of the
minutes and to accept the minutes was made by Councilman Don Vincent and
seconded by Councilman Mike Birchenough.
Kay Chapman Tug Hill Commission gave her report –

The NYS
Consolidated Funding Applications (CFAs) have opened for 2018. There are a multitude of grants
available. Available Resources Guide is

Guide. Deadline to apply this year is
July 27th at 4pm. If
interested in applying contact your Circuit Rider as soon as possible.

Reminder – Survey
every 5 years – Tug Hill Commission asking all
to please fill it in and send it back to them.

Town of Adams
joined CTHC
-
April 26th
CTHC annual spring dinner at the Central Hotel in Glenfield. Twelve of twenty municipalities
present and forty attendees.
Deer
River wind up date – There may be less turbines (24). Next meeting is May
30,2018.
Highway Report was presented by Superintendent Don Cook.

Feher Trash has
been shut down. Will need new supplier.

Windmills using
Murrock, Austin and other town roads.

Town hall roof
leaked (around chimney).
-
Town Insurance
inspection.
-
Auctions
International test on equipment value.
-
Pinckney and
Montague joint effort on roads.

Vestal Asphalt,
McDonald and Denning roads done within next two weeks
-
Pinckney Road
bridge work (clean and paint).
-
Five logging jobs
underway in town (194, Corey, Cronk, Gardner and River Roads)
-
Winter storm work
still ongoing (26 trees down).

Additional EWR (Extreme
Winter Recovery) funding available to us soon as I get Blair Invoice (before
May 22nd ).

Chips and EWR
paperwork will be turned in on Monday –Deadline for payment on June 22nd. PAVE NY will wait to get
Vestal Asphalt Invoice and cancelled check.

Roadwork
completed.
The
issue of plowing of parking lot and Lewis County Roads – Cost sheet was
submitted.
Supervisor Sherry Harmych
talked to Larry Dolholf, Representative regarding this matter. Hopefully this
issue will be resolved.
New Business –
RESOLUTION #61-2018
BUDGETARY TRANSFER
INTRODUCED BY SHERRY HARMYCH
BE IT RESOLVED
the following Budgetary transfer be made:
$146.30 transferred from
Contingency account A1990 to Street Administration A5010.4
AND THEREFORE BEIT RESOLVED that this resolution is effective immediately.
A motion to accept Resolution #61-2018 was made by
Councilman Don Vincent and seconded by Councilman Dan Pearson. The Poll of Board was YEA.
Feher will no longer be our trash hauler as the company
went bankrupt. We will be looking for a
new trash hauler.
Town of Pinckney will hold a special CLEAN UP DAY – JUNE 2, 2018 8AM –
NOON
Restrictions: 1 pickup load (8ft), 1 trailer (8ft), no
tires, paint cans with open lid -0k, no construction material. There will be $50.00 charge if more than the
above. If you have any question please
see the Highway Superintendent.
Roof repair will be needed to Town Hall.
It has come to the Pinckney Town Board attention to have
several properties to be cleaned up of all clutter, liter and debris according
to our Local Law #4. Property owners
will be
sent a letter (Virginia
Holder and Shawn Tripp) to clean up their properties.
Old Business -
We still have ZBA position and BAR member openings. Will have planning board seat as of July 1, 2018 as Ed Barker will be leaving the
area.
Philip Street, Director of Planning NYS Tug Hill
Commission, was contacted regarding having the highway superintendent position
as an appointed position not as an elected position. He advised that we contact our attorney on
this matter.
Vouchers were passed around the table and all were
approved and signed by the Board. A
motion to accept the vouchers was made by Councilman Dan Pearson and seconded
by Councilman Don Vincent.
A motion to adjourn the meeting at 7:30pm was made by
Councilman Mike Birchenough and seconded by Don Vincent.
