A Public Hearing was held at 6:30pm on the Fire Contract with Village of Copenhagen and Copenhagen Fire Department.  No one from the community attended.

 

The March 13, 2018 regular board meeting started at 6:32pm when all parties rose to say the Pledge of Allegiance. 

 

Kay Chapman, Tug Hill Commission gave her report –

- Home Depot Foundation Community impact grants – Awards up to $5,000 to 501C3

  organizations.  To apply https://corporate.homedepot.com/grants/community-     impactgrants.

-  Free QGIS training in Syracuse March 12th,  Roundtable discussions held on March 15th    in Syracuse, NY.

-  NY Broadband Round III Awards announced: Congratulations Pinckney - $39,375

-  Wiona Forest Recreation Assoc Secures Parks & Trails NY Grant

 - AG Development Conference – March 23rd at Hilton Garden Inn in Watertown.

 - DEC Urban & Community Forest Grant – Application funding up to 2.3 million for        planting, maintenance, education programs, tree inventories and forestry management plans. Call DEC 518-402-9428 for reservations.

 

 

            The Clerks Report for February 2018 was presented.  Total disbursed $31,024.61.  Property Tax 30,844.72 and penalty tax $179.90.  A motion to accept the clerks report was made by Councilman Don Vincent and seconded by Councilman Dan Pearson.

 

            The Financial Report was presented by Supervisor Sherry Harmych.  A motion to accept the Financial Report was made by Councilman Dan Pearson and seconded by Mike Birchenough.

 

RESOLUTION #56-2018 Budgetary Transfer

BE IT RESOLVED,  the following Budgetary transfer be made:

$173.30 transferred from Contingency account A1990 to Street Administration A5010.4

THEREFORE BE IT RESOLVED,  that this resolution is effective immediately.

 

            A motion to accept Resolution #56-2018 was made by Councilman Mike Birchenough and seconded by Councilman Dan Pearson.  The poll of the board was YEA

 

            Justice Report was presented.  A motion to accept the Justice Report was made by Councilman Bob Amidon and seconded by Councilman Don Vincent.

 

            Planning Board – There will be a Basic Planning Board training with the Tug Hill Commission at the Pinckney Town Hall on March 21, 2018 at 7:00pm.  All are welcome.

 

            The minutes for the February 13, 2018 were copied and passed around to all Board Members who were given a chance to review.  There were no corrections or additions.  A motion to dispense with the reading of the minutes and to accept the minutes was made by Councilman Don Vincent and seconded by Bob Amidon.

 

            Deer River Wind Project – There will be a meeting on March 27, 2018 at 3:00pm.

 

            Highway Report was presented by Superintendent Don Cook –

  • Rehab on four summer dump trucks completed (P4, P10, P16 and P17). Spent $8223 that included four steering tires and two drive tires.

  • P10 NYS inspection complete

  • Serviced P7 roller, P8 David Brown, P6 grader

  • Parking lot plowing – done 39 times – our cost is $2991.20.  To date we get paid just under $1000.  Need to have a new contract at least to cover the cost.

  • Plowing as of this meeting we have made 100 plow trips.

  • NYS Governor Cuomo cancelled State Emergency  for January 22, 2018 storm so no money is available and took that 7 million dollars and gave it to the trailer park upstate.

  • No reported road accidents in town and no complaints made.

  • DA5130.4 Account spent $8406.01  - $19063 remaining

  • DA5223.3 Account spent $2841.00  - $73662 remaining

  • DA5110.4 Account spent $4571.00  - $ 9975   remaining

 

New Business –  Fire Protection Contract between the Town of Pinckney, Copenhagen fire Department and Village of Copenhagen.

 

 

RESOLUTION #57-2018 – Fire Protection Agreement

WHEREAS, the town of Pinckney requires Fire protection and the Copenhagen Fire Department is capable of fulfilling that need,

THEREFORE BE IT RESOLVED   the town of Pinckney enter into the attached agreement between the Town of Pinckney, The Copenhagen Fire Department and the Village of Copenhagen.

 

            A motion to accept Resolution #57-2018 was made by Councilman Don Vincent and seconded by Councilman Bob Amidon.  The poll of the board was YEA.

 

            Old Business – Bob Williams, Sno Pal representative presented the insurance certificates.  We still have ZBA position and BAR member openings.

 

            Vouchers were passed around the table and all were approved and signed by the Board.

A motion to accept the vouchers was made by Councilman Bob Amidon and seconded by Mike Birchenough.

 

            A motion to adjourn the meeting at 7:15pm was made by Councilman Bob Amidon and seconded by Mike Birchenough.

 

 

NEXT REGULAR MEETING – APRIL 10, 2018 AT 6:30pm

 

***MARCH 21, 2018 AT 7pm BASIC PLANNING BOARD TRAINING WITH THE TUG HILL COMMISSION AT THE PINCKNEY TOWN HALL.  ALL ARE WELCOME
