At 6:00 pm the town council
held a special meeting to go over the Justice Books. The town board did approve the records and
docket of Justice Rupert.
At 6:30 pm A Public Hearing to approve Local Law
1-2018 - A Local Law to Amend The Town
of Pinckney Zoning Law was held. No one
from the community attended.
The January 9, 2017 regular board meeting started at 6:31
pm when all parties rose to say the Pledge of Allegiance.
The following members took the Oath Of Office – Sherry Harmych -
Supervisor, Dorothea Pearson – Clerk/Tax
Collector, Donald Cook – Superintendent of Highway, Donald Vincent – Councilman, Daniel Pearson – Councilman, Michael Birchenough – Councilman.
Kay Chapmen from the Tug Hill Commission gave a
report. Village of Lyons Falls draft its
first zoning law. Hemlock Wooly Adelgid
– free workshop on January 27th .
Newly elected official training on January 25th . Assistance to Firefighters Grants. Broadband – If you live in a town or village

page. Under terms of Public Service
Commission approval for the merger of Charter Communication & Time Warner,
required to extend its network to pass an additional 145,000 homes and
businesses across the state by 2020.
The Clerks Report for December 2017 was presented. Total disbursed was $15,855.19.

by Councilman Dan Pearson and seconded by Bob Amidon.
Financial Report – Not available
Justice Report was presented. A motion to accepted the Justice Report was
made by Councilman Bob Amidon and seconded by Councilman Don Vincent.
Planning Board – No meeting in January.
The minutes of the December 14th meeting were
copied and passed around to all Board Members who were given a chance to
review. A Motion to accept the minutes
was made by Councilman Don Vincent and seconded by Bob Amidon.
Deer River wind update – Zoning change forwarded to Lewis
County for approval. Dan Murdie from Avangrid stated they hope to
start the windmills in the fall of 2019 and 2020.
Highway Report was presented by Superintendent Don
Cook.

Appoint Board Member
WHEREAS,
there is a vacancy on the Town of Pinckney Board due to the resignation of
Sandra Dunn and
WHEREAS Michael
Birchenough has expressed interest in the position
THEREFORE BE IT RESOLVED that Michael Birchenough be appointed as a member of
the Town of Pinckney Board effective immediately.
A motion to accept Resolution #1-A-2018 was made by
Councilman Dan Pearson and seconded by Councilman Don Vincent. The Poll of the
board was Aye.

Motion
to accept above resolutions for 2018 was made by Councilman Dan Pearson and
seconded by Councilman Don Vincent.

RESOLUTION #49-2018
Justice Audit
WHEREAS, The
NY State Unified Court Systems Action Plan for the Justice Courts included
initiative to improve accountability and controls over Justice Court finances
and records; and
WHEREAS, Section 2019-a of the Uniform Justice Court
Act requires that justices annually provide their court records and dockets to
their respective town board’s that such records then be examined or audited and
that fact be entered into the minutes of the boards proceedings; and
WHEREAS, The
Town of Pinckney Town Board did audit and examine said records by Town Justice
Krystal Rupert for the fiscal year January 1, 2017 to December 31, 2017 and at
an annual audit held January 9, 2018; and
WHEREAS, The
town of Pinckney Town Board did approve said records and dockets of Justice
Rupert as submitted on January 9, 2018.
NOW, THEREFORE BE IT RESOLVED the town board of the Town of Pinckney does hereby
accept the books of town Justice Rupert and adopts Resolution #49-2018.
And moves its adoption
A motion to accept Resolution #49-2018 was made by
Councilman Dan Pearson and seconded by Councilman Don Vincent. Poll of Board was Aye
RESOLUTION #50-2018
Resolution establishing a Standard Work Day and Reporting Resolution pursuant to 2 NYCRR315.4 for
elected and appointed officials for membership and service credit in the New
York State and Local Retirement System.
WHEREAS, Regulations of the New York State Comptroller
set forth in 2 NYCRR 315.4 require the adoption of a “standard work day” by
each municipality and impose additional reporting requirements for elected and
appointed officials for membership and service credit in New York State and
Local Retirement System;
NOW, THEREFORE BE IT RESOLVED that the Town of Pinckney hereby establishes the
standard work days for elected and appointed officials and will report the
following days worked to the New York State and Local Employees’ Retirement
System based upon the record of activities maintained and submitted by these
officials to the Town Clerk of this body as set forth in Exhibit “A ”and attached
hereto; and
BE IT FURTHER RESOLVED that the Town Clerk is hereby directed to post this
resolution on the Town of Pinckney website for a minimum of thirty (30) days
and to file a certified copy of this resolution and affidavit of posting with
the Office of the State Comptroller within forty five(45) days of adoption.
A motion to accept Resolution #50-2018 was made by
Councilman Dan Pearson and seconded by Don Vincent. Poll of the board was Aye.
Old
Business – Still have planning board position, ZBA position, and BAR member
openings.
Vouchers
were passed around the table and all were approved and signed by the
Board. A motion to accept the vouchers
was made by Councilman Bob Amidon and seconded by Councilman Dan Pearson.
A
motion to adjourn the meeting at 7:25pm by Councilman Bob Amidon and seconded
by Councilman Don Vincent.
