The Public Hearing for the Preliminary 2018 Budget for
the Town of Pinckney began at 6:30pm.
There was no response from the community.
Our regular meeting started when all parties rose to say
the Pledge of Allegiance.
There was a discussion with the Sno Pals representatives
regarding having a contract in place and the insurance binder before the season
begins. Our attorney will be working on
a contract so the town won’t be held liable for Sno Pals grooming the trails
and roads. The town wants to work
together with the Sno Pals. On December
9th there will be an Open House.
All are welcome and also maps available for snowmobilers.
Kay Chapman, Tug Hill Commission, gave her report. The Commission held its annual dinner on
11/2/2017. The public draft for Ft. Drum
joint land use study will be released on the Development Authority’s website
11/6. Open houses will be Nov 13th
6-8 pm at Lowville Academy Elementary Cafeteria and Nov 14th 6-9 pm
at Watertown High School Cafeteria.
Governor Cuomo signed legislation relating to fire protection contracts
between fire companies and fire districts town and villages respectively. New York Agric and Markets grant to fund
animal shelters is due by Jan 10, 2018. Clean vehicle rebates are available to
municipalities. Association of Towns and
The Office of State Comptroller holding a webinar for newly elected officials
on Thurs December 7 from 6:30 to 8:30pm.
The Financial Report for November was submitted by
Supervisor Sherry Harmych and given to all board members to review. A big increase in health insurance. Don Cook, Superintendent will be checking on
coops insurance.
Larry Dolholf, our representative, reported about meeting
with the Commanding General at Ft. Drum.
Lewis County will move forward with wind project issues (weather radar
and wind projects). They need to figure
out questions regarding air space (planes coming in low and ground force issues). They are requesting to move towers to line up
with the old towers and see what they can work up. Ft. Drum is upset with the media. A very positive meeting on broad band. They
are going forward with contract using existing towers. At present it is in the engineers’
hands. There are two towers in the town
of Pinckney. A discussion on the zoning
process which they are working on (need
permission to inspect and assessor right to come on property). Will advise later on the outcome.
The Clerks Report for October was presented. Total disbursed was $70.00. Dog license $61.00. Total to Town of Pinckney was $61.00, NYS
Agric & Markets $9.00. A motion to
accept the clerks report was made by Councilwoman Sandi Dunn and seconded by
Councilman Bob Amidon.
Justice Report was presented. A motion to accept the justice report was
made by Councilwoman Sandi Dunn and seconded by Councilman Don Vincent.
Planning Board will meet on November 16th at
7:00pm. We now have a full board. Janice Hodkinson is resigning as
clerk/advisor on 12/31/2017.
The minutes of the prior meeting (October 10, 2017) were
copied and passed around to all Board Members who were given a chance to
review. A motion to dispense with the
reading of the minutes was made by Councilman Don Vincent. Motion to accept the minutes was made by
Councilman Don Vincent and seconded by Councilwoman Sandi Dunn.
Deer River wind update will take place on Monday at
6:00pm. Our attorney will advise zoning
update.
Highway Report was presented by Superintendent Don Cook. Don will be checking into State Emergency
Funds to apply for closing roads for flooding.
-all plow trucks are ready to go
-flooding issues on Murrock Road, River Road, McDonald
Road and Gardner Road
-Jim F. and I appeared before the court in the snowmobile
case.
Club
members did not know of Gary S. involvement, but their lawyer was there.
-Justin Muncy started work and so far so good. A good worker and driver

-all equipment will be home next week with county help
- Dave holder will not be returning (health reasons)
-Will use Chip moneys to buy pickup truck ($6500.00)
New Business:
RESOLUTION #74-2017 Resolution in Support of Local Law #1 Override
Tax Cap
WHEREAS New
York State has restricted our budget to a 2% increase,
WHEREAS By
Resolution #74-2017 duly adopted on November 8, 2017 the Town of Pinckney
introduced Local Law #1 entitled a Local Law in override tax cap established in
General Municipal Law ss:3-c, and,
BE IT RESOLVED that a Public Hearing was duly held on the 8th
day of November at 6:30 o’clock to hear any and all persons concerning the
adoption of said local law
BE IT FURTHER
proposed that the Town of Pinckney Town Board hereby adopts proposed Local Law
#1-2017 A local law to Override the Levy Limit established in General Municipal
Law ss:3-c
THEREFORE BE IT RESOLVED that this resolution shall take effect immediately
upon filing with the Secretary of State.

RESOLUTION #75-2017 Agreement 284 For The Expenditure of Highway
Moneys
WHEREAS an
agreement between the Town Superintendent of the Town of Pinckney in Lewis
County New York, and the undersigned members of the Town Board, in the town for
repair and improvement of highways, and received from the State Aid for the
repair and improvement of highways, shall be expended as follows:

General
Repairs. The sum of $91,383.00 shall be
set aside to be expended for primary work and general repairs of the town
highways, including sluices, culverts and bridges having a span of less than
five feet and boardwalks or the renewals thereof.

Permanent
improvements. The following sums shall
be set aside to be expended for the permanent improvements of town highway:

On the road
commencing at River Road one mile marker and leading to 3.5 mile marker, a distance
of 2.5 miles there shall be expended not over the sum of $91,383. Type stone, width of traveled surface 18
feet, thickness one foot, sub base and material, grind sub base, reprofile and
compact 2.5 miles of road

RESOLUTION #76-2017 Purchase 2005 Chevrolet Pickup Truck with Plow
WHEREAS The
towns 2004 Pickup has a broken frame and is no longer able to be used and,
WHEREAS We
have the chance to purchase a 2005 – Four wheel drive Chevy pickup with a plow
(vin #1GCEK14V75E180406) at a cost of (six thousand five hundred dollars) $6500
THEEREFORE BE IT RESOLVED, that this
resolution is effective immediately

RESOLUTION #77-2017 Resolution For the Approval of the HMP Court
Inter-Municipal Agreement 2018-22
WHEREAS, The
Town of Pinckney reaffirms that continued membership in the
Harrisburg-Montague-Pinckney (HMP) Consolidated Court is important delivery of
justice within the Town,,
WHEREAS, The
Towns of Harrisburg, Montague and Pinckney desire to enter into an
Inter-Municipal Agreement to cover the operational, administrative and
financial aspects of the consolidated Court;
WHEREAS, the
terms of said Inter-Municipal Agreement have been reviewed by the Town of
Pinckney Board and found to be acceptable, be it
RESOLVED,
That the Town of Pinckney approved the H-M-P Consolidated Court Inter-Municipal
Agreement for the term of January 1, 2018 to December 31, 2022, and be it
further
RESOLVED,
That a copy of this resolution be transmitted to each Town for its records

RESOLUTION #78-2017 Resolution For The Approval Of The Cooperative
Tug Hill Council
Intermunicipal Agreement 2018-2022
WHEREAS The
Town/Village of Pinckney reaffirms that continued membership in the Cooperative
Tug Hill Council (CTHC) is important in both the Town and the region.
WHEREAS The
CTHC has approved a revised draft
intermunicipal agreement at a full CTHC meeting on September 28, 2017 for
consideration by its member municipalities,
WHEREAS, The
CTHC recommends that the revised changes to be the intermunicipal agreement to be
approved as soon as is practicable by its member municipalities, be it,
RESOLVED, That
the Town/Village of Pinckney approved the revised intermunicipal agreement, and
be it further
RESOLVED,
That a copy of the resolution be transmitted to the CTHC for its records.

RESOLUTION #79-2017 Adopting
Final Budget For 2018
WHEREAS The Town Board of the Town of Pinckney held a
public hearing on the 2017 preliminary budget on November 8, 2017 and,
WHEREAS The
Town Board heard comments and took questions from the public at the said public
hearing and,
WHEREAS There were no opposition from the public
THEREFORE BE IT RESOLVED The Town of
Pinckney adopted the attached 2018 budget
A motion to accept Resolution #79-2017 was made by
Councilwoman Sandi Dunn and seconded by Councilman Don Vincent. The Poll of the Board was Yea
Old Business - Still have ZBA
position, and BAR member openings.
Vouchers were passed around the table and all were
approved and signed by the Board. A
motion to accept the vouchers was made by Councilwoman Sandi Dunn and seconded
by Councilman Bob Amidon.
