The October 10, 2017 regular board meeting started at
6:30pm when all parties rose to say the Pledge of Allegiance.
Kay Chapman, Tug Hill Commission, gave her report. Venerable Folks of Tug Hill traveling exhibit
can be viewed at the Lewis County Historical Society until 10/13. Next THC meeting will be at 10am 10/16, Rome
NY with a tour of the Floyd town park.
CTHC held annual fall meeting on 9/28 at the Tug Hill Hideaway. 12 of 18 towns were present. Budget was discussed, but kept spending at
the 2017 level and dues will remain at current levels. Budget was approved. Marguerite Wells (Invenergy) gave an overview
of the No. 3 project. Jenny Briot
(Avangrid)spoke about the 3 projects they have – Deer River, Mad River and
Roaring Brook. National Cyber Security Awareness month – A cyber security
toolkit can be found on website at https://its.ny.gov/NCSAM17 . Tug Hill’s
Annual Meeting and dinner Nov 2 @ Boonville VFW Boonville RSVP by 10/20. Ice jam education and training workshop in

The Clerks Report for September was presented. Total disbursed was $847.40. Dog license $113.00, playground donation
$20.00, reimbursement of attorney fees $687.40, copy of marriage license $10.00
– total to Town of Pinckney $830.40, NYS Agric & Market $17.00. A motion was made by Don Vincent, Councilman
to accept the Clerks Report and seconded by Bob Amidon, Councilman.
The Financial Report for September was submitted by
Supervisor, Sherry Harmych and given to all board members to review. There will be a budget meeting on October 19,
2017 and if needed, there will be another budget meeting. A Preliminary Hearing on 2018 budget for the
Town of Pinckney will be on Wednesday, November 8, 2018.
Justice Report – Not available.
Planning Board – No meeting this month. Candace Randell
was appointed to the Planning Board.
Resolution #70-2017
Appoint Planning Board Member
WHEREAS,
There is a vacancy on the Town of Pinckney Planning Board,
WHEREAS,
Candace Randell has expressed interest in the position,
THEREFORE BE IT RESOLVED that Candace Randell be appointed as a member of the
Town of Pinckney Planning Board effective immediately.
A motion to accept Resolution #70-2017 was made by
Councilman Dan Pearson and seconded by Councilman Don Vincent. The Poll of the Board was YEA.
The minutes of the prior meeting (September 12, 2017)
were copied and passed around to all Board Members who were given a chance to
review. A motion to dispense with the
reading of the minutes was made by Councilman Bob Amidon and seconded by
Councilwoman Sandi Dunn. Motion to

Resolution #71-2017 Supporting Lewis County Legislators Draft
Letter Outlining Position on Wind
Energy Development
WHEREAS, the
Town of Pinckney Board was read the letter drafted by the Lewis County
Legislators and,
WHEREAS, the
board is in complete agreement with the County’s outlook on Wind Energy
development,
THEREFORE BE IT RESOLVED that the Town of Pinckney is in support of wind
energy development in the Town of Pinckney and Lewis County.
A motion to accept Resolution #71-2017 was made by
Councilman Bob Amidon and seconded by Councilman Don Vincent. The Poll of the Board was YEA.
The Development Authority of the North Country is hosting
two public open houses. The material
presented will be in two locations to provide a broader opportunity for
attendance. One in Lowville, NY on
Tuesday October 10th 6:00-8:00pm at Lowville Academy Elementary
Cafeteria, Lowville, NY and one on Wednesday October 11th 6:00-8:00pm
at Watertown High School Large Cafeteria, Watertown NY.
Jim Burroughs - upgrading zoning and upgrading property
lines, etc. There will be a public
hearing with the wind people.
Highway Report was presented by Superintendent Don Cook.

getting building permits and how they are being enforced. Code officer should
be more aware of what residents are doing without a permit.

properties that need to be cleaned up.
Vouchers
were passed around the table and all were approved and signed by the Board.
A motion to accept the vouchers was made by
Councilwoman Sandi Dunn and seconded by
Councilman Don Vincent.
A motion to adjourn the meeting at 7:55pm was made by
Councilman Dan Pearson and seconded by Councilman Bob Amidon.
