            The September 12, 2017 regular board meeting started at 6:30pm when all parties rose to say the Pledge of Allegiance.

 

            Kay Chapman, Tug Hill Commission, gave her report.  New and beginning farmer listening tour 9/14 held at Jefferson County BOCS was held to discuss the challenges faced by new and beginning farmers.   Mad River Wind Project open houses at Lorraine Fire Hall and Redfield Fire Hall on Sept 20th and 21st .  2017 training for Planning Officials – contact planning@co.jeffeerson.ny.us.  Solar Energy Regulations & Hearing for special use permits contact sue-kulzer@lewiscounty.ny.gov .  NOCCOG Dinner 9/28 Delta Lake Inn, Rome NY.

CTHC annual dinner 9/28 @Tug Hill Hideaway, West Leyden with updates on wind projects.  Contact angie@tughill.org or 315-599-8825.

 

            The Clerks Report for August was presented.  Total disbursed was $150.00.  Dog license was $132.00, NY Agriculture and Market was $18.00.  A motion was made by Don Vincent to accept the Clerks Report and seconded by Councilwoman Sandi Dunn.

 

            The Financial Report for August was submitted by Supervisor, Sherry Harmych and given to all board members to review.  Budget can go up by $9010.00 without tax cap override.  It depends on health insurance.  Preliminary Budget should be ready by October 5th and 30th for approval.

 

            The Justice Report was presented.  A motion to accept the Justice Report was made by Councilwoman Sandi Dunn and seconded by Don Vincent.

 

            Planning Board – Meeting will be September13, 2017 regarding towers.

 

            The minutes of the prior meeting (August 8, 2017) were copied and passed around to all Board Members who were given a chance to review.  A motion to dispense with the reading of the minutes was made by Councilman Bob Amidon and seconded by Councilman Dan Pearson.   Correction was made on the Financial Report to read Chips money, Pave NY and Extreme Weather money will be coming in by September 15th.   Motion to accept the minutes was made by Bob Amidon and seconded by Councilman Dan Pearson.

 

            Deer River wind update – No one from Jefferson County attended.  It is in the attorney’s hands (IWG).  The substation has been turned over to National Grid.  Feeder line is in question what Jefferson County will receive. 

 

            Highway Report was presented by Superintendent Don Cook

  • P12 new radiator installed

  • P10 ready to plow snow

  • P1 ready to mount new sander

  • P5 new loader working great

  • Murrock Road – installed new 48” culvert

  • Final road grading underway

  • Tontarski Road project underway

  • Corner lot to be cleaned off within next 2 weeks

 

New Business –

 

Resolution #69-2017    Support of town justice application for 2014 JCAP Grant

WHEREAS, pursuant to &849-h of the Judiciary Law of the State of New York, the Justice Court Assistance Program (JCAP), established since 1999, provides opportunities for cities, towns and villages to apply to the Chief Administrative Judge for state grant funds to assist in the operation of their municipal justice courts, and

WHEREAS,  eligible grant items requested will be a document scanner well as the purchase of office equipment, and

WHEREAS,  the Justice Court is desirous of submitting a grant application seeking funding consideration; and

WHEREAS,  in accordance with the JCAP grant guidelines, the local legislative body must adopt a resolution authorizing and supporting the municipal grant application; now therefore be it

RESOLVED,  that the Town of Pinckney Board herein supports and authorizes the submission of application for a Justice Grant Assistance Program; and be it further

RESOLVED,   that the Town of Pinckney Supervisor and Justice Krystal Rupert are herein authorized to execute said grant application in accordance with the terms and conditions of the JCAP application process; and be it further

RESOLVED,  that the Town is herein authorized to submit said grant application to the State of New York Office of Court Administration.

 

            A motion to accept Resolution #69-2017 was made by Councilwoman Sandi Dunn and seconded by Don Vincent. The Poll of the Board was YEA.

 

            The Budget can go up to $9010.00 without tax cap override.  (depends on health insurance increase).

 

Old Business –

 

            We received thank you from the Tessier and Gardner family’s for flowers.

 

            Town Board viewed Sno Pals new building before our meeting.

 

            Still have planning board position, ZBA position and BAR member openings.

 

Town of Watson will be contacting us on shared cost of Dog Control Officer.  Town of Leyden, Turin and Grieg may be joining too.

 

Vouchers were passed around the table and all were approved and signed by the Board.  A motion to accept the vouchers was made by Councilwoman Sandi Dunn and seconded by Dan Pearson.

 

A motion to adjourn the meeting at 7:30pm was made by Councilman Bob Amidon and seconded by Don Vincent.
