The August 8, 2017 regular board meeting started at 6:30pm when all parties rose to say the Pledge of Allegiance.
Public Comment – Russ Lucas, community person, rose to speak. He was concerned about safety for the time mowing and cemetery mowing, screening for workers, hourly log sheets, hours used for equipment, ATV riders (problems) etc. All questions were addressed at the time asked. He was concerned about all the equipment the town possess. We are working within the budget and it is not a burden to the tax payers.
Kay Chapman, Tug Hill Commission, gave her report. NYS DEC continues to make available a grant to offsets costs of e-waste recycling. Information is available in the DEC website at www.dec.nygov.
Justice Court Assistance Program grants are open for the 2017-18 year. More information can be accessed at www.nycourts.gov. Deadline to apply is October 12, 2017.
Avangrid Renewables has announced the next set of public open houses for the Mad River Wind Project – open houses will be Wednesday Sept 20st at Lorraine Fire Hall, Thursday Sept 21st at Redfield Fire Hall. Open houses will run from 2-4pm and 6-8pm on both days
Tug Hill Commission and Tug hill COGs are sponsoring two session of a Town Budget process Workshop. Pre-register at (888)785-2380 or www.tughill@tughill.org.
According to the NYS Comptroller’s office the tax cap figure for town budgets which run January to December of 2018 is set at 1.84%, in increase from last year’s figure of 0.68%.
The Clerks report for July as presented. Total disbursed was $23,272.32. Town of Pinckney $23,259.32 - $87.00 dog licenses, $250.43 recycle material, $28.00 death certificate, $19,457.13 snow and ice agreement, $3,436.76 apportionment mortgage tax. NYS Agric. And Markets $13.00. A motion was made by Councilman Don Vincent to accept the Clerks Report and seconded by Councilman Bob Amidon.
The Financial Report for July was submitted by Supervisor, Sherry Harmych and given to all board members to review. Beutel material DA5130.4. Chips money, Pave NY and Extreme Weather money will be coming in by Sept 15th .
Justice Report was presented. A motion to accept the Justice Report was made by Councilman Don Vincent and seconded by Dan Pearson.
Planning Board – Next meeting will be week of August 14, 2017.
The minutes of the prior meeting (July 11th, 2017) were copied and passed around to all Board Members who were given a chance to review. A motion to dispense with the reading of the minutes was made by Councilman Don Vincent and seconded by Councilman Bob Amidon. There were no corrections or additions to the minutes. A motion to accept the minutes was made by Councilman Don Vincent and seconded by Bob Amidon.
Deer River wind up date – Meeting on the 16th or 22nd - will decide on date and advise. Bill has been authorized and has been reimbursed from intervener funds.
Highway Report was presented by Superintendent Don Cook. He will be checking on lease pricing for new pickup truck.
-Pave NY and EWA -(Extreme weather adjustment turned in to NYS DOT for Sept 15th payment (approximately $40,000)
-$3,300 in flat tie costs this summer, mostly due to snowmobile studs (Two Steer tires, five rear drive tires and two pickup tires).
-Second round of mowing completed and will begin again in two weeks.
- New loader arrived
-Pricing on two different trucks. Still waiting on NJMP pricing.
-Allen Bray terminated
-Highway budget for 2018 – no changes
New Business-
Playground – Will be getting more mulch from Deer River Ranch. Heard rumor about playground being taken down. This is not true. Playground has been inspected and all things approved with insurance company. If someone wants to schedule an event at the playground you must go to our website and fill out a permit and register with the Town of Pinckney.
We will be getting a sign for the Playground.
Flowers were sent to the Gardner Family and also Tessier Family.
Sno Pals invited Town of Pinckney Board to view their new building.
Town of Watson will share phone and cost of rabies protection for our Dog Control Officer. We are hoping Turin will join.
Looking into getting new tables and chairs for the Town Hall.
Old Business – Still have Planning Board, Zoning Board and BAR positions openings.
Vouchers were passed around the table and all were approved and signed by the Board. A motion to accept the vouchers was made by Councilman Bob Amidon and seconded by Don Vincent.
A motion to adjourn the meeting 7:50pm was made by Councilman Bob Amidon and seconded by Councilman Dan Pearson.
