REGULAR MEETING

The July 11, 2017 regular board meeting started at 6:30pm
when all parties rose to say the Pledge of Allegiance.
The
Clerks Report for July was presented.
Total disbursed - $102.00 (Check from Lewis County Treasurers for
letters sent to property owners that were delinquent). $172.43 for close out of old clerks checking
account. A motion was made by Councilman
Don Vincent to accept the Clerks Report and seconded by Councilman Dan Pearson.
The
Financial Report for June was submitted by Sherry Harmych, Supervisor and given
to all board members to review.
(questions with CHIP monies which will be reviewed).
The
Justice Report was presented. A motion
to accept the Justice Report was made by Councilman Bob Amidon and seconded by
Councilman Don Vincent.
Planning
Board – No meeting this month.
The
minutes of the prior meeting (June 21, 2017 ) were copied and passed around to
all Board Members who were given a chance to review. A motion to dispense with reading the minutes
was made by Councilman Don Vincent and seconded by Councilman Bob Amidon. There were no corrections or additions to the
minutes. A motion to accept the minutes
was made by Councilman Bob Amidon and seconded by Councilman Don Vincent.
Highway
Report was presented by Don Cook Superintendent.

All roads graded
except Williams Road, Old State, Merrill’s Hill and west end of Pinckney Road.

Waterman Road
rebuilt, hard and let to settle, installed safety rails and markers. Final top in a month.

Tontarski Road
access built up for better transition.
August 1st will begin rebuild of entire road.

Snow Plow Data
turned into county for payment on parking lot and county roads. (86 plow trips
this past winter) Under counties formula
it cost us $53,106.26 to plow their roads.
Used 1478 tons sand and salt.

Applied for a NYS
Fleet number to get access to state bid information on replacing pick-up

Asphalt check clears and I get a copy we will submit for Pave NY money.

New
Business-
RESOLUTION #67-2017
Appoint Dog Control Officer
WHEREAS, the
Town of Pinckney has been without a Dog Control Officer since the resignation
of Justin Hall on December 31, 2015 and,
WHEREAS, Ag and Markets Law 114 requires the Town Board to
appoint a Dog Control Officer
THEREFORE BE IT RESOLVED to Larry Mellnitz as DCO for the town of Pinckney
beginning immediately, and,
AND FURTHERMORE, an annual salary of $400 (Four Hundred Dollars) per
year
AND FURTHERMORE, this resolution take effect immediately
A motion to accept Resolution
#67-2017 was made by Councilman Dan Pearson and seconded by Councilman Bob
Amidon. The Poll of the board was YEA.
RESOLUTION #68-2017 – Authorization of
Professional Services
WHEREAS, due to the article ten process the Town of Pinckney
will need to hire engineers, and
WHEREAS, the towns of Harrisburg and Montague have entered
into agreement with BCA Engineers & Architects
THEREFORE BERESOLVED to authorize the Supervisor to sign the attached
Authorization for Professional Services with BCA Engineers & Architects
AND FURTHERMORE, this resolution take effect immediately
A motion to accept Resolution
#67-2017 was made by Councilman Dan Pearson and seconded by Councilman Bob
Amidon.
We were granted $16,000 of the
intervener funds to cover the cost of engineer and attorney fees for the wind
projects. A meeting was held at Lowville
School regarding the transfer station.
A petition was found in the Garbage Barn regarding
Wednesday night drop off requesting service to be returned. Even though the petition had many signatures,
the Board agreed that not many people
use the Wednesday night drop off and the barn will continue to be closed.
Authorization of Professional
services- No plan in place this year and Opt out of Lewis County shared service
property tax savings plan. They will be
working on plan for next year.
Old Business – Still have planning
board position, ZBA position, and BAR member openings.
Vouchers were passed around the table and all were
approved and signed by the Board. A
motion to accept the vouchers was made by Councilman Bob Amidon and seconded by
Councilman Don Vincent.
A motion to adjourn the meeting at 7:30pm was made by
Councilman Bob Amidon and seconded by Councilman Dan Pearson.
