The February 14, 2014 regular board meeting started at
6:30pm when all parties rose to say the Pledge of Allegiance.
Bob Williams and Rick Lucas, representatives for the
Barnes Corners Snow Pals, came to the meeting to request permission to groom
minimum maintained roads as stated in Local Law #1-2015. Barnes Corners Snow Pals are hereby authorized
by the town of Pinckney to groom the minimum maintained roads necessary to the
snowmobile trail system for the 2016-2017 snowmobile season. The club should come before the board by
October or November. There will be a
Snirt Run (same as last year) Easter Weekend – 3rd Saturday in
April. They talked about their new
building – needs to be finished inside. They
will give us a tour of the new building.
Public Hearing for a contract with the Copenhagen Fire
Department – No one from the community attended. The contract will be same as last year for
$11,900.
Kay Chapmen of the Tug Hill Commission gave a
report. Tug Hill Commission Summer

.Fiscal Oversight/Red Flags for Fraud – presented by Office of State
Comptroller, Syracuse Regional Office on March1, 2017 7-9pm at Lewis Town Hall and March 2,

Open House for Mad River, Deer River wind farms in March
in the towns of Worth and Redfield on March 8, 2-4 pm and 6-8 pm at Redfield
Volunteer Fire Co. Also Atlantic Renewable
will have open house for the proposed Deer River Wind Farm (towns, Harrisburg,
Montague and Pinckney) on March 9, 2017
2-4pm and 6-8pm to be held at Town of Pinckney Town Hall State Rt 177,
Barnes Corner.
ZBA Basic Workshop - Workshop Tuesday Jan 31, 2017 7-9pm
Amboy Town Hall. Provides 2 hour
training and credit for PB and ZBA.
NYS
Archives Workshop for Spring 2017 – document scanning essentials, records
management officer and managing inactive records.
The Clerks report was presented. A motion was made by Sandi Dunn and seconded
by Bob Amidon to accept the clerks report.
The Financial Report for January was given to all board
members to review.
The Justice Report was presented. A motion to accept the Justice Report was
made by
Sandi Dunn and seconded by
Bob Amidon.
Planning Board –No meeting this month.
The minutes of the prior meeting (January 11, 2017) were
copied and passed around to all Board Members, who were given a chance to
review the minutes. Bob Amidon made a
motion to accept the minutes and seconded by Sandi Dunn.
Highway concerns – Snowmobile riding on Seven By Nine
Road was discussed. Also sanders for our
trucks. Had several snow plowing issues.
-P12
has been rebuilt and going back together, new tires, new suspension bushings
(saved $3600) new brake system, frame cracks repaired, new wiring and hyd
lines, under coated frame and rebuilt
dump box.
-Township
plowed 73 times as of today (January 11th)- $9000 for sand and salt.
-P4 (Mack) – new tires all around, and new clutch
-P1 (Volvo) – Dump Sander Box needs replacing or complete
rebuilding.
-Lewis County Code Enforcement inspection completed.
-Labor posters will be updated. New County Workers Comp program
-Need to up-date highway computer
-P10 water pump failure – truck down being repaired
- Received certificates of liability forms and vehicle insurance
cards from Eastern Shores
- Overhead door serviced on all garage doors
-New power steam washer
A recommendation
was made to buy a new computer for the Highway Department
with the capability of doing
more up-to-date applications. The
Supervisor and Councilwoman will look into this matter and purchase a new
computer for the Highway Department.
New Business -
Resolution #51 -2017
Allow Grooming of Trails by Barnes Corner Snow-Pals
Whereas,
Representatives from the Barnes Corners Snow Pal came to a regular meeting held
on February 14. 2-17 and,
Whereas,
They requested permission to groom minimum maintained roads as stated in Local
Law #1-2015.
Therefore be it resolved the Barnes Corner Snow Pals are authorized by the
Town of Pinckney to groom the minimum maintained roads necessary to the
snowmobile trail system for the 2016-2017 snowmobile season.
Don Vincent made a motion to accept Resolution #51-2017
and seconded by Sandi Dunn. The Poll of the board was Yea.
Resolution #52-2017
Justice Audit
Whereas, the
NY Unified Court Systems Action Plan for the Justice Courts included initiative
to improve accountability and controls over Justice Court finances and records;
and,
Whereas, Section
2019-a of the Uniform Justice Court Act requires that justices annually provide
their court records and dockets to their respective town board’s that such
records then be examined or audited and that fact be entered into the minutes
of the boards proceedings; and,
Whereas, the
Town of Pinckney did audit and examine said records by Town Justice Krystal
Rupert for the fiscal year January 1, 2016 to December 31 2016 and at an annual
audit held January 23, 2017 and
Whereas, the
Town of Pinckney Town Board did approve said records and dockets of Justice
Rupert as submitted on February 14, 2017.
Now, Therefore Be It Resolved the Town Board of the Town of Pinckney does hereby
accept the books of town Justice Rupert and adopts Resolution #52 of 2017.
A motion to accept Resolution #52-2017 was made by Sandi
Dunn and seconded by Bob Amidon. The
Poll of the Board was Yea.
Resolution #53-2017
Clerk Audit
Whereas, The
Town of Pinckney did audit and examine said records by Town Clerk Dorothea
Pearson for the fiscal year January 1, 2016 to December 31, 2016 and at an annual
audit held February 14, 2017; and,
Whereas, the
Town of Pinckney Town Board did approve said records of Clerk Dorothea Pearson
as submitted on February 14, 2017.
Now, Therefore Be it Resolved the town board of the Town of Pinckney does hereby
accept the books of Clerk Dorothea Pearson and adopts Resolution #53-2017.
A motion to accept Resolution #53-2017 was made by Sandi
Dunn and seconded by Bob Amidon. The
Poll of the Board was Yea.
Resolution #54-2017
Supervisor Audit
Whereas, the
Town of Pinckney did audit and examine said records by Town Supervisor Sherry
Harmych for the fiscal year January 1, 2016 to December 31, 2016 and at an
annual audit held January 23, 2017; and
Whereas, the
Town of Pinckney Town Board did approve said records of Supervisor Harmych as
submitted on February 14, 2017.
Now, Therefore Be It Resolved the town board of the Town of Pinckney does hereby
accept the books of Supervisor Harmych and adopts Resolution #54-2017.
A motion to accept Resolution #54-2017 was made by Sandi
Dunn and seconded by Bob Amidon. The
Poll of the Board was Yea.
Resolution #55-2017
Fire Protection Agreement
Whereas, The
Town of Pinckney requires Fire protection and the Copenhagen Fire Department is
capable of fulfilling that need,
Therefore Be It Resolved the town of Pinckney entered into the attached
agreement between the Town of Pinckney, The Copenhagen Fire Department and the
village of Copenhagen.
A motion to accept Resolution #55-2017 was made by Sandi
Dunn and seconded by Don Vincent. The
Poll of the Board was Yea.
Resolution #56-2017
Reappoint BAR Member
Whereas,
Chanel Holders term expired on September 30, 2016
Therefore Be It Resolved to reappoint Chanel Holder to the BAR October 1, 2016
thru September 30, 2021.
Motion to accept Reslution#56-2017 was made by Sandi Dunn
and seconded by Bob Amidon. The Poll of
the Board was Yea.
Supervisor
Sherry Harmych gave a report on the Wind Farm Project. Preliminary Scoping Statement would be filed
with the State on/about March1, 2017.
That date is important because it triggers a 15 day window pursuant to
which the affected municipalities must select their proposed nominations for
the Sitting Board. March 1st is also important because it triggers a
21 comment period by the affected municipalities.
The
wind Farm is anticipated to be a project of approximately 100 megawatts. Since the project is greater than 25
megawatts name plate, this means the application will proceed before the PSC
and Article10. It is anticipated that
there will be between 30-38 turbines and each turbine would be somewhere in the
range of 2.625-3.45 megawatts. Each
windmill will be approximately 500 feet tall.
Preliminary
mapping reveals 38 potential windmills -
Twenty-five (25) in Pinckney, twelve (12) in Harrisburg and one (1) in
Montague. The weather radar in Montague now mandates a 4 KM radius within which
no windmills may be located. This
suggests that 25/38 + of that
portion of the PILOT which is allocated to Towns should be allocated to
Pinckney.
Iberdrola
raises questions – Noise clarification, set back – power poles, decommissioning
question/concerns. Each of these three
(3) points will be relevant for consideration by the Town Board of Pinckney.
There
will be a public open house to learn more about the updated proposal for the
Deer River Wind Farm with Avangrid Renewable.
Residents are invited from 2 – 4pm and 6 -8pm at the Pinckney Town Hall
on March 9, 2017.
Supervisor
Harmych advised the Town Board to think about how to use the monies on common
projects; i.e. Cemeteries, playground,
town hall, etc.

Vouchers
were passed around the table and all were approved and signed by the
Board. Sandi Dunn made a motion to
accept the vouchers and seconded by Bob Amidon.
