 The January 11, 2017 regular board meeting started at 6:30 pm when all parties rose to say the Pledge of Allegiance.

 Kay Chapman from the Tug Hill Commission gave a report.  Upcoming grant writing workshops – Held at Madison-Oneida BOCES.  Grant writing 1 – March 15 – April 5, 2017.  This is introduction to finding grant sources and learning the basic of writing a grant proposal.  Grant Writing II – April 26 – May 17, 2017.  Assists those working on a specific grant application.

 The Nature Conservancy’s Adirondack Chapter purchased 753 acres of forest with 2 miles of riverfront on main branch of the Moose River in the town of Lyonsdale $880,000 and will hold land until it can find a conservation owner to manage the property and will support the tourism economy.

 

NYS DEC’s Urban & Community Forest Grant is accepting applications to implement successful tree inventory, community forest management, tree planting or tree maintenance projects for qualifying governmental entities or not for profit organizations.  Applications must submitted in the NYS Gateway by 2:00pm March 1, 2017.

Winter outings with Tug Hill Tomorrow Land Trust:  Sat, Jan 14th  10 – 2pm – Visit a gulf and look for 150 year old hemlock trees and to explore DANC nature trails.  Bring cross country skis or snowshoes.  The Clerks Report was presented. A motion was made by Don Vincent to accept the clerks report and seconded by Dan Pearson.

 

 Financial Report was given to all board members.  We still need a Dog Control Officer.  It was noted that there is extra money and it was suggested to get new chairs and a table.  Some chairs are in need of repairs.

 

 The Justice Report was presented.  A motion was made by Bob Amidon to accept the justice report and seconded by Dan Pearson.

 

 Planning Board – (No meeting this month).

 

 The minutes of the prior meeting were copied and passed around to all Board Members, who were given a chance to review the minutes.  Don Vincent made a motion to accept the minutes and seconded by Bob Amidon.

 

 New Business:  Town of Pinckney 2017 Resolutions to be passed

 

Resolutions  1 thru 47 – 2017

 

1. Registrar of vital statistics – Dorothea Pearson

2. Dog Control Officer-(vacancy) to be appointed

(Vacancy) - $300 per year payable in September

7. Appoint Janice Hodkinson as Clerk/Advisor to the planning board. Compensation $300 per year

9. Board of Assessment Review – Marjorie Gardner, Channel Holder, (vacancy) $100.00 for each grievance day

15. Pay Schedule for Highway Superintendent-Bi weekly - $30,000 per year

16. Officials salaries – as per town budget

17. Pay schedule for Officials- Quarterly.  Superintendent bi weekly, Town Clerk and assessor, monthly.  Registrar of vital Statistics, Public Health officer annually.

18. Mileage – Town Officials allowed $.55 per mile for use of personal vehicle on Town Business

19. Regular Town Board meeting – Held on the second Tuesday of each month at the town hall.  Meetings will begin at 6:30pm.  Workshops and Special Meetings will be scheduled as needed and posted to the public.  In the event of inclement weather changes will be announced on local radio 97.5 FM and WWNY Ch.7

22. Veterans exemption for property tax – Sliding scale, Same as Lewis County

24. Interfund monetary transfers to be made by the town supervisor upon approval of the town board

25. Highway Superintendent is authorized to make purchases for goods and services up to $1000 in value without prior board approval

26. Supervisor is required to submit financial and accounting records to board for purpose of substantiating accurateness and completeness of annual financial report

27. Town may assess a charge of$20.00 for checks returned for insufficient funds

28. Town Board is required to secure adequate insurance on all town assets

29. Town inventory of all assets to be accomplished on a yearly  basis by the 30th of November

30. A Sergeant-at-arms to be appointed as needed by supervisor

A motion to accept Resolutions 1 thru 47 -2017 was made by Bob Amidon and seconded by Don Vincent.  The poll of the board was Yea.

 

Resolution #48-2017 Resolution establishing a Standard Work Day and Reporting
                           Resolution, pursuant to 2 NYCRR 315.4, for elected and appointed 
                           Officials for membership and service credit in the New York State
                           And Local Retirement System.
Whereas, Regulations of the New York State Comptroller set forth in 2 NYCRR 315.4 require the adoption of a “standard work day” by each municipality and impose additional reporting requirements for elected and appointed officials for membership and service credit in New York State and Local Retirement System;
Now, Therefore, be it resolved that the Town of Pinckney hereby establishes the standard work days for elected and appointed officials and will report the following days worked to the New York State and Local Employees’ Retirement System based upon the record of activities maintained and submitted by these officials to the Town Clerk of this body as set forth in Exhibit  “A” attached hereto: and
Be It further resolved that the Town Clerk is hereby directed to post this resolution on the Town of Pinckney website for a minimum of thirty (30) days and to file a certified copy of this resolution and affidavit of posting with the Office of the State Comptroller within forty five (45) days of adoption.

 

Bob Amidon made a motion to accept Resolution #48-2017 and seconded by Don Vincent. The poll of the board was Yea.

 

 There will be a meeting January 23, 2017 at 6pm to go over all books (Justice and Supervisor).  We still need to hear from the Barnes Corners Snow Pals regarding Local #1-2015 allowing grooming of Minimum Maintained Roads.

 

Resolution #49-2017   Renewing Service Contract with Lewis County Search and Rescue
Whereas, the town of Pinckney has contract with Lewis County Search and Rescue for ambulance service,
Therefore be it resolved to renew the attached agreement between the town of Pinckney and the Lewis County Search and rescue for ambulance service for 2017
And further it is resolved to allow Supervisor Harmych to sign the attached agreement

 

Don Vincent made a motion to accept Resolution #49-2017 and seconded by Dan Pearson.  The poll of the board was Yea.

 

Resolution #50-2017    Renewing random Drug and Alcohol testing
Whereas, the Pinckney has contract with Lewis County General Hospital, Occupational Medicine for random and post-accident, reasonable suspicion testing
Therefore be it resolved to renew the attached agreement between the town of Pinckney and the Lewis General Hospital, Occupational Medicine
Further it is resolved to allow Supervisor Harmych to sign the attached agreement

 

Bob Amidon made a motion to accept Resolution #50-2017 and seconded by Don Vincent. The poll of the board was Yea.

 

To date we do not have a Fire contract.  Budget is for $11,900.00

 

Highway Report was given by Don Cook.  P1 (Volvo) replaced rear wheel hub.  P5 (Case Loader) windshield broken loading sand.  This was replaced and bills sent to insurance company for $2878.00 (windows). P10 (Ford Plow Truck) old spreader chain broke and replaced.  Utica Mack was the best price. (Viking $1002.00, Henderson $945.00, Kaman $1104.00, and Utica Mack $754.00). P12 (International) dump box frank rebuilt and ready for new floor and undercoating.
Salt – ordered second load of road salt.  We have been out with plows 49 times this winter.  Sno-Pals grooming report – Snowmobile traffic very heavy – which makes plowing very difficult.  

Old Business – Reimbursement of $1563 for windmills.

Dan Pearson received an e-mail from Frank Pace, Director of Planning Lewis County regarding direct benefit to residents – Community Choice Aggregation – It’s not too late to join.  This was given to Supervisor Harmych and will check on this.

 

Vouchers were passed around the table and all were approved and signed by the Board. Bob Amidon made a motion to accept the vouchers and seconded by Don Vincent.

 

Bob Amidon motioned to adjourn the meeting at 7:30 pm and seconded by Don Vincent.
