            The December 16, 2016 regular board meeting started at 6:30 pm when all parties rose to say the Pledge of Allegiance.

 

            The Clerks Report was presented.  There was a discussion on the donations, and thank you cards sent.  A motion was made by Bob Amidon to accept the clerks report and seconded by Sandi Dunn.

 

            The Justice Report was presented.  A motion was made by Sandi Dunn to accept the justice report and seconded by Don Vincent      

 

            The minutes of the prior meeting were copied and passed around to all Board Members, who were given a chance to review the minutes.  Sandi Dunn made a motion to dispense with the reading of the minutes and to accept them, seconded by Don Vincent.

 

            Kay Chapman from the Tug Hill Commission gave a report.  Local Government conference: Thurs, March 30, 2017, Early registration is $50.00 if paid by March 15th and March 16th thru 26th will be $100.00.  You can now pay by credit card thru evenbrite website at

 Consolidated Funding Grant –if you applied you may receive an e-mail that the awards are to be announced Thursday December 8th.  Further details https://regionalcouncils.nygov/.  Winter months are a good time to think about projects for the next round.  In the past, applications open in May and close in July.

 Tug Hill has the heaviest snowfall east of the Rockies.  According to 2014 – 2015 map, some areas received 230 inches of snow or a little over 19 feet.  A map is available on tug hill website www.tughill.org/tug-hill-region/. 

Town Clerk Sign Board Required – Under Section 30 of NYS town law, a sign-board with the name of the town followed by the words “town Clerk’s office in plain characters with sufficient space below for posting legal notices of the town.

 

 Financial Report – Copies given to all board members.

Tentative meeting Jan 23, 2016 at 6pm to go over justice, supervisor and clerks books.

 

Highway – Hired Mike Birchenough as back up part-time wing man and equipment operator.  He replaces the removed wingman on East End Plow-Run for poor operations. The P9 pickup truck- invoiced for motor and front end work.  Truck should last another two years.  The P4 Mack replaced bad exhaust manifold gaskets in house.  The P12 International is in shop for complete overhaul – dump box rebuilt, frame cleaned and undercoated, engine tubing and hose replacement and new hydraulic lines.  We should receive CHIPS monies this week (15th).  On schedule to submit first CHIPS payment in April.  All 2017/2018 sand hauled in. Pay after new budget begins.  Hauled and stock piled 146 loads (2044 yards bank run gravel) will be paid for with 2017 budget.  First of two loads of salt delivered.  $11.00 under state bid price per ton (40-1/2 tons 1st load – cheaper.  P1 (Volvo) broke and operational cylinder, replaced.  We started receiving winter fuel mixture.

 

Resolution #90-2016    2017 Pay rated for full time highway MEO’s

Whereas, there are sufficient monies budged for a pay increase for the 2 full time highway MEO employees,

Therefore be it resolved they each receive a 2% cost of living raise

And Therefore be it resolved that this resolution is effective beginning January 1, 2017

 

            Don Vincent made a motion to accept Resolution #90-2016 and seconded by Dan Pearson.  Poll of the board was Yea.

 

            New Business – Local Law No 1 for 2015 – A local law for plowing seasonal and minimum maintenance roads.  We have not heard from the Sno Pals Club regarding this since they have not attended our meeting.  This law is for finding and purpose, use restrictions and penalties for offenses.  We need to hear from them or penalties will be applied.

 

            Dan Pearson suggested we have a discussion on what the windmills will have on the Town of Pinckney.  How will we use the monies?  Future plans i.e.; add to reserve funds for equipment, new town building and garage where everything can be in one place, buying enough land to support everything under 1 parcel, etc.

 

Resolution #91-2016   Appoint Deputy Clerk

Whereas, The Supervisor must appoint a deputy clerk to fill the position.  This was requested by The State of New York Department of Health Registrar of Vital Statistics

Therefore be it resolved  Town of Pinckney appointed Dan Pearson to fill the position effective immediately.

            Don Vincent made a motion to accept Resolution #91-2016 and seconded by Sandi Dunn.  Poll of the board was Yea.

 

            Old Business – We still need more representatives for the Wind Project to represent the Town of Pinckney.  Rick Lucas has agreed to be on the sitting board, but we need three more people to help.  Please let Sherry Harmych know if you are interested in filling the position.

 

            Vouchers were passed around the table and all were approved and signed by the Board.

Sandi Dunn made a motion to accept the vouchers and Bob Amidon seconded the motion.

 

            Bob Amidon motioned to adjourn the meeting at 7:30pm and Sandi Dunn seconded the motion.
