            The November 9, 2016 Town Meeting began with a Public Hearing on the Town Budget for 2017.  Supervisor Sherry Harmych explained the budget with an increase of 6%, (10,000 over proposed tax cap).  The budget was adopted by all board members and Sherry Harmych closed the Hearing.

 

At 6:40pm the regular board meeting started when all parties rose to say the Pledge of Allegiance.

 

Please let it be noted that Resolution #82 was not issued.

 

The meeting began with Resolution #87 – 2016

 

Resolution #87- 2016, Adopting Final Budget for 2017

Whereas the town board of the town of Pinckney held a public hearing on the 2017 preliminary budget on November 9, 2016 and,

Whereas the town board heard comments and took question from the public at the said public hearing, and,

Whereas, there were no opposition from the public

Therefore be it resolved the town of Pinckney adopt the 2017 preliminary budget as the final 2017 annual budget.

 

            Don Vincent made a motion to accept Resolution #87 and seconded by Sandi Dunn.  Poll of the board was Yea.

 

            The Clerks report was presented.  A motion was made by Bob Amidon to accept the clerks report and seconded by Sandi Dunn.

 

            Justice Report NA. The clerk’s office received a Certificate of Completion showing the Judge Rupert has completed the necessary education and training requirements for 2016.

            The minutes of the prior meeting were copied and passed around to all Board Members, who were given a chance to review the minutes.  Sandi Dunn made a motioned to dispense with the reading of the minutes and to accept them, seconded by Don Vincent.

 

            Kay Chapman from the Tug Hill Commission gave a short report.  Ransomware – a new virus which comes from running an infected file that may come in an e-mail attachment.  FBI offers tips for protecting your computer at www.fbi.gov/news/stories/ransomware-on-the-rise:

The best practice is to store back-ups physically separated from the computer.  Tug Hill Tomorrow Land Trust 2017 Calendar – available to purchase:  go to website at http://tughilltomorrowlandtrust.org/store. Municipal Fundraising & Gifting – Tug Hill has updated the technical paper. It highlights proper role of municipalities, their official, and/or special committees in fundraising efforts and receiving gifts, which is prohibited in Article VIII of the NYS Constitution.  The paper can be viewed at http:www.tughill.org/publications/white-papers.  Hard copies are available at the Tug Hill office.

 

            Financial Report - NA.

 

            Highway – Don Cook, Highway superintendent is working on a Culvert and Bridge Program with David Becker. This is a new program that NYS has implemented to fix culverts and bridges in the towns.  Monies will be distributed according to application.  Work has been done on the pick-up truck and is back in service.  Many issues were resolved, an expensive fix ($3,000) but should last for a few more years.  County snowplowing monies were received (second payment for last year).  2017 and 2018 sand hauled in (deferred).  All plow trucks are ready to go.  Two runs are scheduled with a nighttime crew set up after hours.  DEC permits received for material storage to rebuild Tontarski Road.  Amendment number 2017-A Sno-Plow contract for this winter – 1st payment 2/15/2017 $7519.40, 2nd payment next spring $19248.06.  ((26769.46) these reflect the 20,000 payment for new trucks.  Total of contract for county roads is $38,496.15 (Lewis Co).  Chips payment and Pave NY is expected by December 16th. .

 

            New Business – Supervisor Sherry Harmych introduced Resolution #88-2016, Budgetary Transfer.

Be it resolved, The following Budgetary transfer is made:

From General Fund:  A1990.4 Contingency Account, one hundred and nine dollars ($109) to A1220.4Supervisor Contractual Expense to cover shortage in the budgeted amount.

 

Balance remaining A1990.4 $10344.20

 

Therefore be it Resolved, that this resolution is effective immediately

 

A motion to accept the resolution by Dan Pearson and seconded by Don Vincent.  Poll of the Board was Yea.

 

            Resignation letter was received from Robert Fuller relinquishing his seat on the Planning Board, and will not be serving another term.  Also, Justin Hall, dog catcher, will not serve another term.  We will need anyone interested in filling these positions.

 

            There was a discussion on forms received from the Planning Board.  New forms were received and will be sent to Janice Hokinson.  The forms must have all the information filled in,   signed, sealed and sent to Lewis County.

 

            Old Business – Resolution #89-2016 Management Personnel Health Coverage

 

Resolution #89-2016 Management Personnel Health Coverage

 

Whereas, Health benefits have become an essential portion of compensation for Town of Pinckney employees and

Whereas, in lieu of a raise, the town will compensate the Highway Superintendent by adding spousal coverage to health insurance.

Therefore be it Resolved, The Town of Pinckney shall pay for employee and spouse coverage for management personnel for 2017.

 

            Motion to accept Resolution #89-2016 by Dan Pearson, seconded by Don Vincent. Poll of the board was Yea.

 

            A discussion on the Wind Projects – All attorney fee will be paid.  Pilot meeting of taxing jurisdictions will be November 22, 2016 at 3pm in Pinckney Town Hall.  We need to be thinking of members for the wind sitting board to represent the town.  Rick Lucas has agreed to be a nominee for the Article 10 sitting board.  We still need three more people.  Please let Sherry Harmych know if you are interested in filling the position.

 

            Vouchers were passed around the table and all were approved and signed by the Board.  Sandi Dunn motioned to accept the vouchers and Don Vincent seconded the motion.

 

            Dan Pearson motioned to adjourn the meeting at 7:40pm, and Sandi Dunn seconded the motion.
