The regular board meeting commenced at 6:30pm; all
parties present rose to say the Pledge of Allegiance.
Iberdrola representative, Jenny Briot advised the board
members about the Wind Project for the Town of Pinckney. They filed for permits
with reference to Article 10. There are
several phases of the project
(notify the public, application environmental and health, etc.) which takes
approximately three years. They are now
in the study phase with the land. It will be 2018 before clearing and should be
ready to install by 2019. The transit
lines will be underground and will connect with Rodman. Leases up to 50
years with 2.65 and 3.45 mega watts, set
backs of at least 1,000 ft. A layout for
the roads is needed, which will need our approval. An Informational meeting will be September
20, 2016 at the Pinckney Town Hall from 2-4pm and 6-8pm.
Kay Chapman from the Tug Hill Commission gave a
report - Grants for municipal E-Waste
(cost of collecting and recycling eligible electronic wastes. Applications accepted between 10/3/2016 thru
10/31/16.
NY MESONET is well under construction and is
expected to be complete by the end of December.
When finished, it will consist of 125 state-of-the-art environmental
monitoring stations and serve as the foundation of early warning severe weather
network for NY. Located in five sites in
the Tug Hill Region: Central Square,
Copenhagen, Harrisburg, Osceola and Redfield.
Harrisburg, Redfied and Osceola are also expected to be snow stations
that measure snow depth and snow water equivalent. By clicking on http://nysmesonet.org/mesonow#?stid=REDF will give you temperature, wind speed, & humidity

September
17th Jefferson County Highway is taking up to 8 household tires and
on September 24th from 8:00 – 12:00 8 household tires at Adams Highway.
The
Justice Report for August (copy attached) was made available to the board. Motion to accept the report was made by Don
Vincent and second by Dan Pearson.
The
Clerks report was presented. A motion was
made by Don Vincent to accept the Clerks report and second by Dan Pearson. The minutes of the prior meeting were copied
and passed around to all Board members, who were given a chance to review the
minutes. Don Vincent made a motioned to
dispense with the reading of the minutes and to accept them, second by Sandi
Dunn.
Financial
Report – Sandi Dunn made motion to accept the report and second by Dan Pearson.
Highway
Report – Grant and McGowan roads completed from 194 to 177. Austin road
material added and ground. Grade in spring and ready for surface
treatment. Pinckney road reclaimed will
be ready for spring treatment. Parish road will be done this month. Both new trucks are in service. Old State road needs final grade. Murrock road needs final grade. Used all of the gravel pile. Lewis had road
test. By the end of the week all plow
trucks will be ready. Will reduce all spending till year end. Putting together next year’s highway
plan. DEC permits to be closed by
month’s end.
Highway
concerns – We received $13,000.00 from FEMA but did not received our CHIPS
money because of filing too
late. Therefore
Resolution
#77-2016 Allow Transfer of Funds
Whereas, The
CHIPS monies have not yet been received and the highway fund bank balance is
very low.
Therefore Supervisor
Harmych will transfer funds as needed from the general fund to Accounts Payable
and Trust and Agency fund to cover Highway expenses and highway payroll until
CHIPS funds are received.
Be it resolved
this resolution take effect immediately.
A motion was made by Dan Pearson to accept the
resolution and second by Sandi Dunn. The

Resolution #78-2016
- $20859.00 (Pave NY) to 5112.2 (Chips) – This was
tabled and we will have a meeting September 21, 2016 at 6:30pm to discuss
budget concerns.
Supervisor
Sherry Harmych moved the meeting on to New Business.
Resolution #79-2016
- Appoint Registrar of Vital Statics.
Whereas with
the resignation of Clerk/Tax collector Megan Vincent Olmsted. It has come to
the board attention that the position of Registrar as Vital Statistics also
needs to be filled,
Therefore,
the town of Pinckney Board appoints Dorothea Pearson as Registrar of Vital
Statistics,
Therefore be it resolved the appointment is effective with the resignation of
Clerk/Tax collector Megan Vincent Olmsted August 1, 2016.
Motion was made by Sandi Dunn to accept the
Resolution #79-2016 and second by Don
Vincent. The Poll of the Board was aye. (copy of Resolution#79-2016 attached)
Resolution #80-2016 – Proposed Local Law Override Tax Cap.
Whereas, in looking at the 2016 budget and projected cost
increases in 2017, is feasible to predict that we will not be able to fall
under the NY 2% (.68% or $2239)Tax Cap.
Therefore be it resolved that pursuant to Section 20 of the Municipal Home
Rule Law of the state of New York a public hearing on said proposed local law
no. 2 shall be held on the 11th day of October 2016 at 6:30pm
at the Town Hall, 307 US 177 in the Town of Pinckney, New York, and that notice
of the time and place of such hearing describing in general terms the Proposed
Local Law be punished on or before the 5th day of October 2016 in
the Watertown Daily Times and newspaper circulation in said town of
Pinckney.
Motion to accept Resolution #80-20216 was made
by Sandi Dunn and second by Dan Pearson.

Resolution #81-2016 – Approve JCAP Grant.
Whereas The
Town of Pinckney wishes to ensure the highest level of service
Whereas The
town continues to search for secure
funding for the court, and
Whereas The
Town Justice has identified a funding opportunity
Herby be it resolved, the town board of Town
of Pinckney does herby support and approves a grant request to the NYS unified
court System Justice Assistance Program.
Dan Pearson made a motion to
accept Resolution #81-2016 and second by Don Vincent. The Poll of the Board was aye. (copy of Resolution #81-2016 attached)
A Grant for
$2100.00 was received from Lewis County Historical Society, and along with
$2500.00 from last year, should be able to
finish Pinckney Cemetery Restoration in 2017
There will be a taxing jurisdiction meeting with
Iberdrola on October 12, 2016 at 4pm Pinckney Town Hall.
Old Business -
Solicitation needs further review.
Informational meeting with Iberdrola will be September 20, 2016 2-4pm and 6-8pm at Pinckney Town Hall.
Vouchers were passed around the table and all were
approved and signed by the Board. Sandi
Dunn made a motioned to accept the vouchers, Don Vincent second the
motion.
Sandi Dunn motioned to adjourn the meeting at
8:50pm, Don seconded the motion.
