The first town board meeting of 2016 was called to order by Supervisor Harmych at 6:02pm and all parties present rose to say the Pledge of Allegiance. There were no issues brought up for discussion during the open forum.

 

The Clerks report for the month of December was made available for the boards review and was motioned to be accepted by Don Vincent and seconded by Dan Pearson. The financial report was unavailable at this meeting, but will be done by the Special Meeting at the end of the month. The Justice Report was reviewed by the board and Bob Amidon made a motion to accept it, Don Vincent seconded the motion. There was no Planning Board meeting this month, thus, there is no report. The minutes from the prior meeting are currently unavailable due to printer issues.

 

Kay Chapman, from the Tug Hill Commission reported to the Board on the Commission’s most recent activities: There will be a “newly elected” workshop on January 21st, 2016 in the Town of Trenton. Towns of Rodman and Lorraine are interested in mini-grants for Asset Management Inventory for their water or wastewater system offered by the Environmental Finance Center. The Local Government Conference has gone out in the mail for March 31st; the registration brochure is available online or by contacting your circuit rider.

 

In regards to new business, the Wind Farm submitted a “code of conduct” and therefore, has intentions of expanding in our area.

 

A list of Resolutions 1-46 of 2016 were made available to the Board Members and Supervisor Harmych read through and explained them individually. Once discussed and edits were made, the Board passed all 46 Resolutions after a motion to accept made by Robert Amidon and a second by Dan Pearson. The Board was polled and all present Councilmen responded with “yea”, thus the Resolutions passed.

 

Supervisor Harmych made it known to the Board and public that the Town has received a Notice of Claim in connection with the January 2015 snowmobile accident on the Denning Road.

 

The next order of business was Highway Concerns. Superintendent Cook made available the Lewis County Snowplowing contract.

 

The Town Board accepted the Lewis County Snowplowing Contract in Resolution 47-2016 (Please see attached). Don Vincent made a motion to accept and Dan Pearson seconded the motion; the Board was polled and all present Councilmen responded with “yea”, thus the Resolution passed.

 

Clerk Vincent-Olmstead signed said contract and it was returned to Superintendent Cook to return to Lewis County.

Moreover in Highway Concerns, Don Cook and the Highway crew believe there is a need for a fire alarm and security system installed into the Town Barn. After pricing different companies, Superintendent Cook suggested that STAT Communications would be the best option at $2700 for setup and installation and then $30 per month for monitoring and services.

 

The Town Board members agreed upon the purchase of a Security and Fire Alarm system via STAT Communication and so Resolution 48-2016 was drafted. Dan Pearson made a motion to accept the purchase of said system. Bob Amidon seconded the motion, the Board was polled and all present Councilmen responded with “yea”, thus the Resolution passed

 

Furthermore from the Highway Department, it was brought up that there is a need for an additional Verizon cell phone, due to the addition of another Highway employee.

 

Next on the agenda for the meeting was Old Business. As has been discussed in numerous previous board meetings, the Town Board feels there should be some sort of protection for the Town Roads from heavy logging equipment. This is laid out in the Town of Pinckney’s Resolution 49-2016, which was discussed and passed by the Board.

 

Resolution 49-2016: Adopting Weight Exception Permit Form (Please See Attached) in order to help protect the Town’s roads was motioned to be accepted by Dan Pearson and seconded by Don Vincent, the Board was polled and all present Councilmen responded with “yea”, thus the Resolutions passed.

 

At 6:57PM Supervisor Harmych entered the meeting into Executive Session in regards to the Notice of Claim that was served on the Town; the Executive Session lasted until 7:17PM.

 

            The vouchers were passed around, signed, and finally accepted by the Board with a motion by Don Vincent and a second by Dan Pearson.

                The meeting was adjourned at 7:33PM, after a motion by Bob Amidon and a second by Dan Pearson

 

The next Town Board Meeting will be helf February 9th, 2016 at 6:30 PM.
