The regular board meeting commenced at 6:30pm; all parties present rose to say the Pledge of Allegiance. The first order of business was the Open Forum and community members Jacqueline Kloster and Dotty Pearson were addressed as potential candidates for the upcoming vacancy for Town Clerk/Tax Collector. The job’s duties and responsibilities were briefly reviewed and both women were given an opportunity to ask questions.

Supervisor Harmych moved the meeting along to the second order of business, which was the acceptance of the Clerk’s report. It was made available for all to review and Bob Amidon made a motion to accept, with a second by Don Vincent.

The Financial Report for April 2016 was also reviewed by the Board members and Don Vincent moved to accept the report, Bob Amidon seconded the motion. A Budgetary Transfer was necessary and the Board passed Resolution #64-2016 (Please see attached); Don Vincent motioned to accept the resolution, Dan Pearson seconded, and all Councilmen present responded with “yea”, thus the Resolution passed.

April’s Justice Report was unavailable.

The minutes of the prior meeting were copied and passed around to all Board members, who were given a chance to review the minutes. Bob Amidon motioned to dispense of the reading of the minutes and to accept them; Don Vincent seconded Don’s motion.

Kay Chapman from the Tug Hill Commission read through the Tug Hill Report; a copy of the report is attached.

            Next on the agenda was Superintendent Don Cook’s Highway Report. There has been no response from Montague in regards to the application for a lawn mower, so things will move ahead by using in house help: Nick and Caleb. There was a random drug test this month, Lewis was tested and results were fine. Dave Reed had a culvert on the Murrock Road installed. Pot hole work has been done on the River and Cross Roads. Except for the Bomag machine, all equipment has completed servicing. There is a Mine Safety Training this week for the Highway Department crew. First Aid and CPR training has completed. Jim had a scary accident at the bottom of 177 hill where he t-boned a lady in a car. He was not at fault, everyone was fine and the other party involved received a ticket. The department is in need of a new DEC insurance contract. There will be changes in the health insurance for the Highway Department crew as of next year due to increasing ages of some of the employees. The Loader has been paid for in full. Finally, Resolution #65-2016 (Please see attached) was passed in order to amend the 284 agreement (Resolution 85-2015); Daniel Pearson motioned to pass the resolution, Don Vincent seconded the motion. All Councilmen present responded with “yea”, thus the Resolution passed.

            In regards to new business, the Board passed a resolution in support of minimum maintenance road legislation. This was adopted as Resolution #66-2016 (Please see attached); Bob Amidon motioned to accept and Don Vincent seconded the motion, all councilmen present responded with “yea”, thus the Resolution passed. The Tug Hill Commission will hold a meeting at the Pinckney town hall on May 16, 2016 at 10am. Furthermore, $172.43 remains in Sue Townsend’s Clerk Account; Sherry Harmych plans to contact OSC to see if those monies can be transferred into the general fund and if the account can be closed out. The County has contacted Clerk Vincent-Olmstead and requested the Town to name the camp road off of Liberty Road. The Board decided upon the name Fogarty Road; Resolution #67-2016 (Please see attached) was passed with a motion by Don Vincent, a second by Dan Pearson and agreement from all present board members.

            Old business was next on the agenda; the planning board is still working on the Windmill Zoning. There are still openings for BAR, Planning Board, ZBA, town historian, and Town Clerk/Tax Collector. There has been no luck finding anyone interested in the Board of Assessment Review position, but there will be a second training held, so hopefully an individual is found prior to that. Supervisor Harmych is hoping to hold interviews for the Clerk position after next month’s meeting. In regards to trash services, the dumpsters will begin to be available on Wednesday evenings as of May 18th and June 4th will be this years Spring Clean Up.

            Vouchers were passed around the table and all were signed by the Councilmen. Bob Amidon motioned to accept the vouchers, Don Vincent seconded the motion. Bob Amidon then motioned to adjourn the meeting at 7:22pm and his motion was seconded by Dan Pearson.
