Regular Meeting February 9, 2016
Present: Supervisor Harmych,
Councilman Amidon, Councilman Dunn, Councilman Vincent, Councilman Pearson,
Superintendent of Highways Cook, Kay Chapman-THC circuit Rider, Michael Clemons
–resident.
Absent: Megan
Vincent-Olmstead, clerk
There was no public comment
Clerk, Justice, Planning
Board Report and minutes from January 2016 were not available.
Supervisor Harmych presented
the Final financial report for 2015 and the January 1016 report. Januarys
report was not complete because the Clerks report figures were not available.
Both reports were examined and accepted by the board.
Kay Chapman advised the
board of upcoming grants for solar power and the Tug Hill Commission local
Government Conference. The board asked if there were any available grant monies
available for high frequency radios for the highway dept. Lewis County has
switched radio systems and we can no longer communicate with them. Kay will
look into to this

Highway: Superintendent Cook
gave his monthly report P-10 is nearly completed. Final cost including purchase
price should be approximately $18,500.
They needed to purchase
additional sand to the icy conditions this year.
Plow runs were changed for
better completion times
Superintendent Cook attended
the Snirt Run meeting with Lewis County and everything will be the same on our
end the county.
The new security system at
the town barn has been installed. Any interested board members will be schooled
on how to operate.
Superintendent
Cook presented the board with wheel loader costs from CAT, John Deere and Case
under NJPA (national Joint Purchase Alliance) pricing. There was much
discussion on the qualities, warranties and pricing of all 3. The final choice
was the CASE 621 F priced at $155,410 minus trade in of our CAT wheel loader
$100,000 minus $5460 the final cost to the town will be $49,950. Supervisor
Harmych polled the board and all were in favor of the purchase.

PURCHASE
OF CASE WHEEL LOADER
Whereas, at
a regular meeting, held on February 9, 2016 Superintendent Cook brought a
purchase offer for a 2016 CASE 621 F Wheel loader to the Town Board, through
the NJPA Program (National Joint Powers Alliance) of which the Town of Pinckney
is a member. Total cost to the town would be $49,950 (Forty Nine thousand Nine
Hundred and Fifty Dollars) with the trade on our CAT Wheel Loader. The Town
Board was polled by Supervisor Harmych and all were in favor of the purchase.
Therefor
be it resolved ,to begin the purchase process for a 2016
CASE 621 F Wheel loader from Monroe tractor and Implement Co. 7300 East Rodman
Rd., North Syracuse, NY 13212, and
Be
it resolved, to pay for the 2016 CASE 621 F Wheel loader
the monies from the Equipment Reserve fund , and
Be
it further resolved to allow Supervisor Harmych to contact
James Burrows, Town Attorney, to go over the details of using monies secured in
Community Bank NA in an account titled, Highway Equipment Reserve Fund

Resolution
Renewing Service Contract with Lewis County Search and Rescue
Whereas, the town of Pinckney has contract with Lewis
County Search and Rescue for ambulance service,
Therefore be it
resolved to renew the attached agreement between the town of Pinckney and the
Lewis County Search and rescue for ambulance service for 2016
And further it is resolved to allow Supervisor Harmych to
sign the attached agreement

OF CLERK/COLLECTOR BOOKS
Whereas, a special meeting was held on January 27 2016 to
review Justice Rupert, Supervisor Harmych and Clerk/Tax Collector Megan
Vincent-Olmsted’s books for financial completeness, and
Whereas a quorum was not met,
Councilman Pearson and Supervisor Harmych examined the
books presented by the clerk, and Justice, and,
Councilman Pearson examined the supervisors’ books,
Be it resolved that on the recommendation of Town Board
members Supervisor Harmych and Councilman Pearson of the Town of Pinckney, Lewis County, did
audit the Justice and clerk / tax collector books and found them to be in good
order, correct and true.

review Justice Rupert, Supervisor Harmych and Clerk/Tax Collector Megan
Vincent-Olmsted’s books for financial completeness, and
Whereas a quorum was not met,
Councilman Pearson and Supervisor Harmych examined the
books presented by the clerk, and Justice, and,
Councilman Pearson examined the supervisors’ books,
And at a regular meeting held on February 9 the
supervisors books were presented to the town board
Be it resolved that Town Board of the Town of Pinckney,
Lewis County, did audit the Supervisors books and found them to be in good
order, correct and true.
And moves its adoption

Justice
Audit
WHEREAS, the NY State Unified Court Systems Action Plan
for the Justice Courts included initiative to improve accountability and
controls over Justice Court finances and
records; and,
WHEREAS, Section 2019-a of the Uniform Justice Court Act
requires that justices annually provide their court records and dockets to
their respective town board ‘s that such records then be examined or audited
and that fact be entered into the minutes of the boards proceedings; and,
WHEREAS, the Town of Pinckney did audit and examine said
records by Town Justice Krystal Rupert for the fiscal year January 1 ,2015 to
December 31, 2015 and at an annual audit held January 27,2016; and,
WHEREAS, the town of Pinckney town board did approve said
records and dockets of Justice Rupert as submitted on February 9, 2016.
NOW, THEREFORE BE IT RESOLVED the town board of the Town
of Pinckney does hereby accept the books of town Justice Rupert and adopts

Appoint
Public Health officer
Whereas,
The Town of Pinckney has been without a public health officer since the
resignation of Dr. Brian Shambo, and
Whereas
Tammy Camidge NP is able to fill the position
Therefore
be it resolved to appoint Tammy Camidge NP as The Town of
Pinckney Public Health Officer with an annual salary of $125, and

Appoint
Dog control officer
Whereas, the Town of Pinckney has been without a Dog
Control officer since the resignation of Justin Hall on December 31, 2015, and,
Whereas, Ag and Markets Law § 114 requires the Town Board
to appoint a Dog Control Officer
Therefore be it resolved to Re-appoint Justin Hall as DCO
for the town of Pinckney beginning immediately, and,
Further be it resolved, an annual salary of $400 (Four
Hundred Dollars) per year with a $40 (Forty Dollar) contractual expense per dog
picked up in the Town of Pinckney. NO mileage will be paid for dog
control services
And furthermore, this resolution takes effect immediately

Old Business:
Posting Roads for overweight vehicles was discussed
Superintendent Cook will check into the proper way to permanently post weight
limits
Regarding a voucher received last month for the euthanization
and disposal of a feral cat ordered by Lewis County Public Health .Supervisor
Harmych spoke with the Association of Towns and found that the Town of Pinckney
is not responsible for cats. Countryside vet and Public health were notified.
Vouchers were audited and accepted. Motioned was made by Sandi
Dunn and seconded by Robert Amidon
