Public Hearing - Local Law No. 1-2015
At 7:01 pm
Supervisor, Sherry Harmych opened the public hearing on local law number
1-2015; a local law for plowing seasonal and minimum maintenance roads. The law
was read aloud and made available to all who were present. There were no
problems seen and the only comment made was that it seemed at little “wordy”,
but this would help protect the town if there were any problems in the future.
Regular Board Meeting
The meeting was called to order at
7:08 pm and all rose to say the Pledge of Allegiance. The clerks report for
both April and May was distributed to board members and Town Clerk, Megan
Vincent-Olmstead reviewed both with the council members. Sandi Dunn made a
motion to accept both reports and Dan Pearson seconded her motion. All board
members were in favor. The financial report was also approved by the town board
after a motion to accept made by Donnie Vincent and a second y Sandi Dunn.
There was no justice report this month and the minutes from the prior meeting
were unavailable at this time.
Kay Chapman from the Tug Hill
Commission was present and reported that three new Tug Hill Sages were honored
at the annual dinner meeting on May 28th; George Capron (Boonville),
George Getman (Turin), and Robert McNamara (Cleveland). There is an upcoming
training for the planning board and ZBA on June 18th.
Furthermore, the June Tug Hill
Report included a letter from the Barnes Corners Sno-Pals (BCSP) asking the
towns of Pinckney and Montague for support via a Resolution to include with
their grant application to purchase a new groomer. This request was not
favorable among board members, especially Bob Amidon, due to the fact that the
letter was signed by Gary Stintson, past BCSP President. It was discussed and
agreed upon that the BCSP would not receive support via a resolution from the
town board until the BCSP made an appearance at a town board meeting so
questions could be exchanged. Sherry Harmych agreed to email the Sno-Pals
relaying this message.
Next on the meeting’s agenda was Don
Cook’s highway report. Due to the wet weather we have been having, the highway
department has been stockpiling materials. As far as road work, the McDonald
Road has been completed, the Denning Road has been graded and a new culvert was
installed at a wash out, the River Road has been graded, a culvert has also
been installed on the McGowan Road, and the department is currently working on
Old County Line Road and a few others. The Spring Cleanup Day was a success and
the town received 2300lbs of scrap steel. Don has been working on a ten year
road plan with Phil Street. A used dump truck is sought by the highway
department for summer use, to ease use on other vehicles. Also, Don is
interested in a “road rototiller”
In regards to new business,
the board passed Resolution 66: Local Law No. 1-2015.
Resolution 62-2015
Whereas the town board of the town of
Pinckney held a public hearing on the Local Law #1-2015 For Plowing Seasonal
and Minimum Maintenance Roads.
Whereas the town board heard comments
and took questions from the public at the said public hearing, and,
Whereas, there was no opposition from the public.
Therefore, be it resolved, the town of
Pinckney adopts the Local Law #1-2015 For Plowing Seasonal and Minimum
Maintenance Roads.
Motioned
by Sandi Dunn, seconded by Dan Pearson; the board was polled by Clerk Megan
Vincent-Olmstead and all councilmen responded “yea”. Therefore, the resolution
passed.
Furthermore,
it was decided that the public hearing for Local Law No. 2 would be held
immediately prior to next month’s regular board meeting.
Resolution 63-2015
Set
public hearing, Driveway Installation Law.
Whereas,
A public hearing is required, Therefore, be it resolved to hold a public
hearing on July 14, 2015 at 7pm to hear from the public on the proposed Town of
Pinckney Driveway Installation Law.
Motioned by Sandi Dunn, Seconded by Don Vincent, and passed by the board.
It was asked and deemed unknown if there was going to be an
Old Home Day this year. Also, an amendment to the Town of Pinckney Zoning Law
Seasonal Use Classification, needs to be sent to county planning.
Resolution 64-2015
Whereas the amendment to the
Town zoning law needs to be approved by the Lewis County Economic and Planning
Department, the town board gives supervisor Sherry Harymch permission to send
the amendment to the Lewis County Economic and Planning Department.
Motioned by Bob Amidon and seconded by Sandi Dunn; all in
favor.
Resolution 65-2015
– SEE ATTACHED
In old business, the Artisan engravers did as much as the
money ($3,500) would allow at the Pinckney Cemetery.
Sandi Dunn made a motion to pass the vouchers and Bob Amidon seconded.
