Supervisor Harmych opened the
meeting promptly at 6pm; the pledge was recited. The Public Hearing on Local
Law No. 3 “Override 2% Tax Cap” and Local Law No.4 “Camp Zoning” was held with
no comments or questions from the Public.
First, the Board discussed the
Puffer property surveying. Emily and Hal Puffer were present in order to discuss
the stipulations of the property exchange. In exchange for the parcel of
property the Puffer’s are asking from the Town: assistance from the Highway
Department with the cleanup of the building on their property, a barrier if
sand is to be placed near the proposed property line, the planting of a few
trees, preferably evergreen, that are big enough to soon block the view, and to
be contacted prior to the demolition of the buildings.
Discussion about the trees broke out
among the board members and Don Cook; they possibly could be dug and
transplanted from the Town’s Waterman Road property, if they are to die, they
are to be replaced please, and they possibly could be planted up on a man-made
berm as to increased their height and their job as a barrier.
Supervisor
Harmych stated she would contact Moncrief’s in order to get a surveyed line; it
would simply be a lot line change and a property transfer.
A question
in regards to insurance was brought up; it was decided that binders from both
the town’s insurance and the Puffer’s property insurance would be necessary in
order to protect everyone involved with Town Highway Workers working on the
Puffer property.

Moved
by Bob Amidon, seconded by Sandi Dunn; all councilmen responded “yea”.
Therefore, the resolution passed.
At 6:25pm the Public Hearing was closed and the Special
Meeting was opened.
Due to no
opposition from the community, the Town Board passed Local Law No. 3 with Resolution
80-2015- Override the 2% Tax Cap (PLEASE SEE ATTACHED). Moved by Donald Vincent, seconded by Dan
Pearson; all councilmen responded “yea”. Therefore, the resolution passed.
Next, with
no questions or concerns from the public, the Town Board passed Local Law No. 4 with Resolution 81-2015- Camp Zoning (PLEASE
SEE ATTACHED). Moved by Bob Amidon,
seconded by Sandi Dunn; all councilmen responded “yea”. Therefore, the
resolution passed.
Also, the
board passed Resolution No. 82-2015- To
Reappoint Marjorie Gardner to the Board of Assessment Review (PLEASE SEE
ATTACHED).
It was
discussed among the board members that perhaps the Town needs a resolution in
regards to logging. It might help keep our roads in decent shape if the Town
had a Local Law that made loggers bond in order to be responsible for keeping
the area that they log in good condition. It was also mentioned that these
Local Laws the board has been passing need public notice; no one seems to know
about them.
Furthermore,
Supervisor Harmych ran through the preliminary numbers for the 2016 Budget with
the Town possibly adding another full time worker on the Highway Staff, due to
a retirement approaching in two years.
At 7:16 the meeting was adjourned after a motion by Bob
Amidon, and a second by Sandi Dunn.
