January 12, 2010

Meeting opened at 6:00 p.m. Attending were Sherry Harmych, Robert Amidon, Ed Barker; Don Vincent,

Sandi Dunn, John Goutermout, and Susan Townsend. Kay Chapman, Mike Clemons, Dan Pearson, Jan

Bogdonowicz and Rick Lucas also attended.

Under public forum., JanBogdonowicz, Town of Montague Supervisor, addressed the board. He

suggested that tile towns again seek a shared services grant to remedy the continued trash problems,

perhaps a shared building and compactor. Sherry informed him that we were already researching for a

compactor. Ed suggested forming a committee between the towns to work on the project. Ed also suggested

the sharing of a grader.

Rick Lucas informed the board that the DANC study of solid waste in lewis Co. proved that the local

residents in our town are amoung other small towns that have been subsidizing the transfer site in Croghan.

It will be brought up at the Legislature's meeting on the 2ih. He also spoke about the county trying to get

the old railroad beds for recreational trails.

Dan Pearson asked about tax increases and exemptions for taxes. A special meeting/workshop will be set

up with John Whitiker and Cindy Shaw to help tax payers understand the assessment and taxation process.

Financial report for the end of 2009 was given to the board.

Clerk's report for December 2009was presented and accepted by motion from Don and second by Bob.

Minutes ofthe prior meeting were dispensed with by motion from Bob, second by Don.

Highway concerns were addressed. John Goutermout reported that the plowing of Merrill's Hill on the

Pinckney Rd. is going well and that at this time all the plows are in working order. Also, all the town

buildings passed the Lewis County safety inspections. The condition of the grader was discussed. Ed

suggested renting Montague's grader.

Yearly resolutions # 1-40 were presented and approved b.y motion from Bob and second from Don. All

board voted yes to approve.

Kay Chapman handed out the newest copy of the Tug Hill Times and reminded us of the local

government conference coming up on:April 1. She has applications for anyone who didn't receive it in the

mail.

Vouchers in amounts of$1,979.50 (General) and $10,566.24 (Highway) were presented and signed. Bob

motioned to accept the vouchers and Ed seconded the motion.

Bob motioned to adjourn, Sandi seconded and the meeting closed at 7:21 p.m.

Special Meeting/Workshop Minutes

February 3,2010

Meeting was called to order at 6:00 p.m. This meeting was called so Real Property Tax Service and the

assessor could explain the assessment and taxation process in regards to the town wide reassessment.

Attending were: Sherry, Harrnych, Sandi Dunn, Ed Barker, Susan Townsend, Mike Clemons, Dick Cean,

Russell Lucas, Dan Pearson, Cindy Shaw (Town assessor), and John Whitaker (NYS ORPS).

John Whitaker explained about the diagnostics and market values of property taxation in regards to being

at 100% evaluation. Real estate values were discussed.

Dick Cean inquired about the rise in school taxes and about the aid other towns receive from the

windmills. Dan Pearson suggested that taxpayers that are receiving exemptions should be checked out

periodically to make sure they are still eligible.

Cindy Shaw explained the assessment part of the taxation process.

The meeting closed at 7:25 p.m.
